At the end of 2021, Japan hosted just 207,830 international students. By end of 2025, that number had more than doubled to 464,785 — a 15.6% rise in a single year alone — representing one of the fastest expansions of international student enrollment among major academic destinations worldwide.

Japan surpassed its government-set target of 400,000 international students by 2033 — eight years ahead of schedule. Faced with a rapidly aging population, Japan has intensified efforts to attract foreign students and retain them after graduation to fill critical labor shortages.

To support continued growth, Japan's Ministry of Education has allowed select major national universities including Tohoku University, Hiroshima University, and University of Tsukuba to enroll more international students, while encouraging institutions to raise tuition fees for foreign students to better fund language support and integration services. Accommodation shortages and language support remain key challenges going forward.
