It sounds l that Oracle wants planners to stop using Primavera but donβt know how to do it nicely :)
From v21 P6 doesnβt allow to create FS dependency between any network objects that agrubly remove Primavera from the list of CPM-based applications.
The best fix: move to another tool.
If not possible, I can suggest a workaround:
The system doesnβt allow to creation of FS but still supports it.
So:
1. Change types to activity.
2. Create an FS link
3. Change types to milestone.
In my opinion, Oracle completely fails to understand CPM principles. Start and Finish Milestones is ONLY a visual representation of data. It must have no impact on logic.

Example of Liquidated Damages (Penalty for Delay) Clause: βοΈ
If the Contractor shall fail to complete the whole of the Works or any section of the Works for which a particular time for completion is provided in the Contract within the time prescribed in the Contract or extended time then the Contractor shall pay to the
Employer the sum stated in the Contract Agreement as a penalty for such default for every day or part of a day which shall elapse between the time prescribed in the Contract or extended time as the case may be and the date of completion of the Works.
The said penalty shall be payable by the sole fact of the delay without any previous notice or recourse to legal proceedings and without having to establish that damage was sustained which shall in all cases be considered as ascertained.
The Employer may without prejudice to any other method of recovery deduct the amount of such penalty from any monies due or which may become due
to the Contractor.
The payment or deduction of such penalty shall not relieve the Contractor from his obligation to complete the Works or from any other of his obligations and liabilities
under the Contract. The imposition of such penalty shall not prejudice the Employer's right of compensation for any other damages sustained by it.
NB. In order to ameliorate the Contractors' risk there is often a "cap" put on the amount of General Damages that the Employer can claim, usually 10% of the Contract Price which the Contractor can then allow for in his Tender Price if he is so minded.
Taken... General Damages are recognized as a Tort in English law and are claimable whether they are stated in the contract or not. So be, very careful π§π§if your bespoke contract is silent on LADS, General Damages may be enforceable without you knowing.
