The event's highlights were the formal signing of the Memorandum of Understanding (MOU) between Belstar and KCB Global and the official launching of the Certificate in Compliance & Corporate Governance - a professionally structured programme aligned with international best practices and the qualification pathway of the The Chartered Governance Institute UK & Ireland.

Our Keynote Speaker: Dr. Jyoti Jeetun, the Honourable Minister of Financial Services and Economic Planning.

She highlighted that Mauritius has spent over three decades building a credible International Financial Centre. Today, the financial services sector contributes over 12% of GDP, employs more than 36,000 people, and is the largest source of corporate tax revenue. She stressed that this success is the result of strong institutions, a solid regulatory framework, and continuous development of local expertise.

She noted that the sector is rapidly evolving, with compliance, risk management, governance, FinTech, digital assets, and sustainable finance becoming key drivers of global competitiveness. Mauritius must therefore keep strengthening its ecosystem, stay aligned with FATF standards, and ensure its workforce is future-ready.

She added that partnerships such as between Belstar Training Centre and Kensington College of Business are vital, as they combine international expertise with local relevance to build skills and reinforce the long-term resilience, credibility, and competitiveness of Mauritius’s financial services sector.

Our Keynote Speaker: Dr. Kaviraj Sharma Sukon, the Honourable Minister of Tertiary Education, Science and Research.

He highlighted that Mauritius is strengthening its position as a regional education hub through stackable micro-credentials, international partnerships and a more agile higher education framework. He said collaborations such as between Belstar Training Centre, KCB Global and the Chartered Governance Institute UK & Ireland help bridge academia and industry while expanding opportunities for learners and professionals across Mauritius and the wider region. He reaffirmed government commitment to positioning tertiary education, training and research as key drivers of a knowledge-based, innovation-led economy.

Our 3rd Speaker: Mr Patrick Courtney, Head of Membership at the Chartered Governance Institute UK & Ireland.

He stated that the partnership strengthens access to internationally recognised governance and compliance qualifications that meet global standards while remaining relevant to Mauritius’ regulatory environment. He emphasised that good governance is now a strategic necessity for resilience and sustainable growth, and that the programmes also build ethical leadership and professional confidence. He welcomed the strong commitment from Mauritius’ governance community, noting that this initiative supports the country’s continued development as a trusted international financial centre.

For KCB Global, this partnership is part of its international expansion strategy and commitment to widening access to high-quality education.

Our 2nd Speaker: Mr Neill McWilliams, CEO and Programmes Director.

He said Mauritius’ growth as a financial centre depends on strong governance capabilities, and this collaboration will make Chartered Governance Institute UK & Ireland programmes more accessible to local professionals. He added that the programmes are adapted to Mauritius’ legal and regulatory context, responding to strong employer demand and helping develop the next generation of governance and compliance professionals.

Opening the ceremony by our 1st Speaker: Mr Tega Appavou, Founder & Chairman of Belstar Training Centre.

He stated the partnership addresses the evolving needs of Mauritius’ financial services sector. He stressed that the Certificate in Compliance & Corporate Governance, certified by the Chartered Governance Institute UK & Ireland, will provide accessible, internationally recognised training to strengthen local expertise. He added that governance goes beyond compliance; it is about building trust, accountability and sustainable growth, and is essential to positioning Mauritius as a credible and forward-looking international financial centre.

He also mentioned that Governance reminds us that the trajectory matters as much as the target.

Belstar Training Centre (Mauritius) and KCB (UK) have partnered to strengthen governance and compliance training in Mauritius through the introduction of a Certificate in Compliance & Corporate Governance, certified by the Chartered Governance Institute UK & Ireland.

The Memorandum of Understanding was signed on 7 May 2026 at Royal Green, in the presence of government ministers and representatives from CGIUKI and KCB Global. The initiative supports Mauritius’ growth as an International Financial Centre by enhancing skills in compliance, governance, risk management, and ethical leadership across financial services, fintech, and ESG sectors. Delivered in a hybrid format, the programme combines international standards with local relevance to address a key skills gap in the market.
