The study emphasized the increasing vulnerability of coastal communities in Balayan to multiple hydrometeorological and geological hazards, highlighting the need for a comprehensive and integrated disaster risk reduction and management framework. Through the proposed action plan, the study aimed to strengthen preparedness, response, mitigation, and recovery mechanisms for at-risk coastal barangays, while promoting community resilience and sustainable local governance.
During the presentation, the importance of hazard-based planning, vulnerability assessment, and inter-agency coordination was underscored to ensure effective implementation of disaster risk reduction strategies. The proposed interventions reflected a proactive and multi-sectoral approach in addressing the complex risks posed by typhoons, storm surge, flooding, tsunami, and liquefaction hazards in coastal areas.
The panel likewise provided recommendations for further refinement of the study, particularly in strengthening technical consistency, prioritization of vulnerable communities, alignment with existing DRRM policies and land use plans, and enhancement of operational feasibility and implementation mechanisms.
