Eighty-one (81) barangay officials representing twenty-three (23) cities and municipalities from Cavite and Laguna have officially registered and were endorsed by the Department of the Interior and Local Government (DILG) Region IV-A to participate in the Barangay Leadership for Strategic and Sustainable Development (BLESSED) Program.

The BLESSED Program is an executive course under the Barangay Leadership and Governance (BALAG) Program.

A collaborative initiative between De La Salle University–Dasmariñas and the Department of the Interior and Local Government Region IV-A, B-LESSED (Executive Course on Barangay Leadership for Strategic and Sustainable Development) marks the inaugural offering under the La Salle Balangay initiative.

Anchored on the vision of grassroots transformation and nation-building, this executive course empowers barangay leaders and Sangguniang Kabataang Chairpersons to lead strategically, govern sustainably, and serve their communities with excellence and purpose.

To be admitted into the course, applicants must:
• Be an incumbent elected barangay official or Sangguniang Kabataan member within Region IV-A where the program is being implemented;
• Be endorsed by the City/Municipal Local Government Operations Officer (C/MLGOO);
• Be available to attend onsite classes; and
• Demonstrate commitment to completing the program.

The official offering of the program will commence every Saturday from June 13 to July 11, 2026. Stay tuned for the official call for participation from DILG Region IV-A and the list of qualified participants.

ICYMI| The Department of the Interior and Local Government Laguna LGRC-MSAC Roadmapping and Strategic Planning was successfully held on May 20, 2026 at Hectan. The activity brought together key stakeholders and partners to align goals, craft strategic directions, and strengthen collaborative efforts in advancing knowledge management and capacity development initiatives for local government units across the province.

The planning workshop was facilitated by Dean Jen Amparo of the College of Human Ecology, whose expertise and insights guided the participants in developing strategic and actionable plans for the organization.

This is a journey that we will do together toward greater things and good local governance — moving forward with a shared vision of empowered communities, strengthened partnerships, and innovative governance for the people of Laguna.

MAY 19: Blessed Raphaël Louis Rafiringa, FSC

Born on May 1, 1856, in Tananarive, Madagascar, Brother Raphaël devoted his life to the Lasallian mission with tireless zeal. Amid the turmoil of two wars (1883 and 1895), when missionaries were expelled from the island, he stood firm with superhuman courage, guiding the faithful and sustaining Christian education. His perseverance was recognized with the Madagascan Gold Medal of Merit, and his literary contributions earned him a place in the Madagascan Academy.

Brother Raphaël passed away in Fianarantsoa on May 19, 1919. On October 18, 1979, Pope John Paul II was petitioned to introduce his Cause, affirming his witness as a Servant of God. Today, we honor him as a model of faith and resilience. He is the patron saint of the School of Governance, Public Service, Corporate Leadership (SGPSCL), inspiring leaders to serve with integrity, courage, and compassion.
