The Department of Environment and Natural Resources (DENR), in collaboration with the Development Academy of the Philippines - Graduate School of Public Management (DAP-GSPM), held a Memorandum of Agreement (MOA) signing for the development and implementation of the 𝗠𝗮𝘀𝘁𝗲𝗿 𝗼𝗳 𝗣𝘂𝗯𝗹𝗶𝗰 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗠𝗮𝗷𝗼𝗿 𝗶𝗻 𝗟𝗮𝗻𝗱 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻, 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 (𝗠𝗣𝗠 𝗟𝗔𝗠𝗚). The signing coincides with the 39th DENR Anniversary Celebration themed “Pagkakaisa Para Sa Kalikasan, Tungo sa Maunlad na Pilipinas.”

Following a meaningful opening ceremony and presentation by DENR, the ceremonial signing took place for the agency’s upcoming programs. Representing DAP and GSPM were Magdalena L. Mendoza, Acting Executive Vice President and Senior Vice President for the Programs Operations Group, and Dr. Lawrence Madriaga, Senior Vice President for the Services Group, respectively. They were joined by DENR Representatives Atty. Juan Miguel T. Cuna, CESO I, Secretary; Atty. Ernesto D. Adobo Jr., CESO I, Undersecretary; and Atty. Norlito A. Eneran, CESO III, Assistant Secretary.

Following this MOA signing, the next steps include curriculum development and the launch of the pilot batch. This partnership highlights DAP-GSPM’s commitment to collaborative capacity-building and sustainable development, shaping environmental leaders into forward-thinking, progressive public managers.

As part of its ongoing efforts to expand institutional partnerships, the Development Academy of the Philippines – Graduate School of Public Management (DAP-GSPM) paid a courtesy visit to the Embassy of Spain in Manila last June 9, 2026.

The visit served as a formal avenue to prioritize the advancement of quality education, strengthening institutional capacities, promoting research and innovation, and fostering international cooperation.

The DAP-GSPM delegation, led by Center for Futures Thinking and Emerging Technologies (CFTET) Director Mark Rex Jayson T. Atole, alongside Acting Program Manager Jeck Gabriel M. Ruiz and Learning Manager Prezatia Moseska Maria H. Vicario, were welcomed by the Embassy of Spain’s Education Counsellor Beatriz Jimeno.

During the meeting, both sides exchanged insights on current priorities in governance and explored opportunities for cooperation in strengthening academic excellence, promoting innovation in public management, and institutional capabilities within the public sector. The discussion highlighted Spain's commitment in the Philippines to supporting educational partnerships, knowledge exchange, and capacity-building initiatives that contribute to sustainable and inclusive development.

DAP-GSPM also presented its key knowledge products to the Embassy, signaling its continued commitment to contributing to policy dialogue and knowledge exchange beyond the Philippines.

Both parties expressed optimism about future cooperation and agreed to continue exploring opportunities for collaboration that advance mutual learning and strengthen educational and governance capacities of Spain and the Philippines.

The Development Academy of the Philippines–Graduate School of Public Management (DAP-GSPM), in partnership with the Department of Education–National Educators Academy of the Philippines (DepEd-NEAP), successfully concluded the three-day Curriculum Co-development Workshop for the 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗖𝗼𝘂𝗿𝘀𝗲 𝗼𝗻 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗣𝘂𝗯𝗹𝗶𝗰 𝗙𝗶𝗻𝗮𝗻𝗰𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗘𝗖𝗟𝗣𝗙𝗠).

Designed for Schools Division Superintendents (SDS), Assistant SDS, and senior education leaders, the co-developed executive course will strengthen capacities in 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗮𝗻𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆, 𝗹𝗲𝗴𝗮𝗹 𝗮𝗻𝗱 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝗽𝗲𝗼𝗽𝗹𝗲 𝗮𝗻𝗱 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁—ensuring education leaders are equipped to lead with strategy, integrity, and impact.

The workshop was enriched by the guidance and expertise of DAP-GSPM faculty, including 𝗣𝗿𝗼𝗳. 𝗘𝗺𝗲𝗿. 𝗔𝗹𝗲𝘅 𝗕. 𝗕𝗿𝗶𝗹𝗹𝗮𝗻𝘁𝗲𝘀, 𝗝𝗿., Ms. 𝗦𝗵𝗲𝗿𝘆𝗹 𝗚𝗿𝗮𝗰𝗲 𝗦. 𝗔𝗿𝗼𝗺𝗶𝗻, and 𝗔𝘀𝘀𝘁. 𝗣𝗿𝗼𝗳. 𝗛𝗲𝗿𝗶𝘀𝗮𝗱𝗲𝗹 𝗣. 𝗙𝗹𝗼𝗿𝗲𝘀, alongside valuable insights from DepEd Undersecretaries 𝗪𝗶𝗹𝗳𝗿𝗲𝗱𝗼 𝗘. 𝗖𝗮𝗯𝗿𝗮𝗹 and 𝗠𝗮𝗹𝗰𝗼𝗹𝗺 𝗦. 𝗚𝗮𝗿𝗺𝗮. Additionally, the successful realization of the curriculum was further supported by the leadership and technical expertise of the DepEd-NEAP team, led by Directors 𝗝𝗮𝗻𝗲 𝗖. 𝗖𝗮𝗰𝗮𝗰𝗵𝗼 and 𝗠𝗶𝗰𝗵𝗮𝗲𝗹 𝗝𝗼𝘀𝗲𝗽𝗵 𝗖𝗮𝗯𝗮𝘂𝗮𝘁𝗮𝗻, together with Senior Education Program Specialists, ensure strong alignment with real-world leadership and operational realities in the Philippine context.

This milestone reflects the shared commitment of DAP-GSPM and DepEd-NEAP to developing 𝗳𝘂𝘁𝘂𝗿𝗲𝘀-𝗿𝗲𝗮𝗱𝘆, 𝘀𝘂𝗽𝗽𝗼𝗿𝘁𝗲𝗱, 𝗮𝗻𝗱 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗹𝗲 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗹𝗲𝗮𝗱𝗲𝗿𝘀—not only compliant, but strategic stewards of human and financial resources for Philippine basic education.

The seven batches of the course are expected to roll out from June 2026 to November 2026. It is supervised by the DAP-GSPM Center of Futures Thinking and Emerging Technologies Director, Mark Rex Jayson Atole, and managed by Frances Domine Advincula, Learning Manager.
