They are not aware on VICTIMOLOGY the so-called VICTIM PRECIPITATION. There are two kinds of victim precipitation; one is the PASSIVE PRECIPITATION, and the other one is the ACTIVE PRECIPITATION.
It is ACTIVE PRECIPITATION when the victim directly provoke the would be criminal to commit the crime. Ex. If the victim initiates the provoking words which leads to fight and violence.
It is PASSIVE PRECIPITATION when the victim gives motive or opportunity to would be criminal to commit the crime. For example, leaving the house or car unlocked which leads to the commission of theft.
