The goal: to enhance the capability of barangay officials in hazard awareness, disaster preparedness, and communication readiness. With the right training, no community is left behind when disaster strikes.

Toyado, for achieving the remarkable feat of being declared the 3rd Best Presenter at the 5th International Conference on Humanities, Education, Social Sciences, and Management Technology (ICHESMET) held on December 2-4, 2025 in Ho Chi Minh City, Vietnam!
Dr. Toyado is also recognized as a technical presenter at the 4th International Symposium on Disaster Resilience and Sustainable Development 2025 held on November 24-26, 2025 at the Asian Institute of Technology, Thailand.

Breaking News | PRC Reschedules CELE September 2025
The Professional Regulation Commission on a facebook post informs the public that the September 2025 Civil Engineering Licensure Examination (CELE) is rescheduled due to the approaching Severe Tropical Storm Opong.
Originally scheduled on September 27-28, 2025, the CELE is moved on November 22-23, 2025 in all testing centers nationwide with the forecasted heavy rainfall that Severe Tropical Storm Opong will bring as the basis of the new examination date. Moreover, this motion is to ensure the health and safety of the examinees and assigned examination personnel.

The Professional Regulation Commission (PRC) informs the public that the conduct of nationwide September 2025 Civil Engineers Licensure Examination (CELE) on September 27-28, 2025, will be rescheduled on November 22-23, 2025 due to forecasted heavy rainfall that will be brought about by Severe Tropical Storm โOpongโ and in consideration of the health and safety of the examinees and assigned examination personnel.
This is in pursuance with Memorandum Circular No. 102 issued by the Office of the President.
