Under the Department of Transportation are six agencies Commercial Motors Carriers (FMCSA), Aviation (FAA), Railroad (FRA), Public Transportation (FTA), Pipeline (PHMSA), Maritime (USCG). Under DOT regulations program consists of having drug testing for the following pre-employment, random, reasonable suspicion, post accid
ent, return to duty, and follow up. Companies need to who are safety sensitive employees and who are not. The program also consists of having alcohol testing done. Program also consists of the company having a designated employee representative (DER) who communicates with consortium/third party administrators, understands and answers about the testing process. DER’s ensure the removal of employees in a timely manner from there safety sensitive duties. DER’s receive results from the medical review officer (MRO) and breath alcohol technician (BAT). A medical review officer (MRO) receive laboratory confirmed urine drug test results; determine whether there is a legitimate medical explanation for a laboratory-confirmed positive, adulterated, or substituted result; and review and report a verified result to the employer in a timely and confidential manner.The urine collector collects urine an ships to a certified lab for analysis, distributes copies of the CCF to the laboratory, MRO, employer, and employee in a timely manner. All information is confidential. The laboratory must be certified an receives the specimen to analyze and report confirmed results only to the MRO. The screening test technician(STT) conducts the initial test by breath or saliva an reports to the employer in a timely an confidential manner. The breath alcohol technician (BAT) conducts and confirms the second test with an EBT device that’s approved. BAT reports in a timely and confidential manner. The substance abuse professional (SAP) evaluate employees who have violated DOT drug and alcohol regulations and make recommendations concerning education, treatment, follow-up testing, and aftercare. The SAP determines if the employee demonstrates successful compliance with the recommended education and treatment. A consortium / third party administrator (C/TPA) is a service agent that coordinates the drug and alcohol testing services for its clients. Services can include random selection, preparation of annual management information system (MIS) reports, MRO services, laboratory services, drug and alcohol screening, and SAP evaluations. C/TPA must abide an comply by DOT regulations and must be qualified. Non-DOT employers must comply with its company drug an alcohol policies.
