Facts!
Memorising words is not reading!
As a dyslexic student that was taught during the whole language/ balanced literacy era, I spent a lot of time guessing at words.
Before I was diagnosed with dyslexia, memorising what words looked like was one of the strategies I used to keep up in class.
But once ‘learning to read’ was replaced with ‘reading to learn’ it quickly became apparent that this strategy would no longer work.
The amount of reading and word recognition increased so much that I could no longer keep up with my ‘visual snapshot of words’ strategy.
Only when reading is taught using evidence-based, structured literary programs aligned with the science of reading, will EVERY child learn to read.
Because memorising words is NOT reading!

Skills need to be taught directly snd explicitly. Penmanship is important.
