De afgelopen periode heeft Henk Ferwerda van Bureau Beke in opdracht van de Procureur-generaal van het Openbaar Ministerie op Aruba onderzoek gedaan naar aard, omvang en de aanpak van jeugdcriminaliteit in Aruba. Het onderzoek is afgrond en het rapport โ€˜De schaduwkant van Aruba over jeugdcriminaliteit, kwetsbaarheid en veerkracht in een eilandmaatschappijโ€™ wordt op 23 juni gepresenteerd. Voor het onderzoek is gesproken met professionals, jongeren, burgers en betrokkenen uit uiteenlopende organisaties en netwerken op het eiland. Ook zijn werkbezoeken afgelegd, diensten meegelopen en analyses uitgevoerd op beschikbare data en praktijkervaringen.

Graag nodigen de Procureur-Generaal van het Openbaar Ministerie van Aruba en de University of Aruba u van harte uit voor een minisymposium op 23 juni waarin de belangrijkste bevindingen, dilemmaโ€™s en lessen uit het onderzoek door onderzoeker Henk Ferwerda worden gepresenteerd en besproken. Daarbij staan niet alleen de problematiek en risicoโ€™s centraal, maar nadrukkelijk ook de oplossingsrichtingen en de betrokkenheid en veerkracht van de Arubaanse samenleving.

Dr. Henk Ferwerda heeft in 2025 onderzoek gedaan naar jeugdcriminaliteit in Aruba. Hij is criminoloog en onderzoeker en inhoudelijk directeur van Bureau Beke, gevestigd in Nederland. Hij is gepromoveerd aan de Rijksuniversiteit Groningen op het onderwerp criminele carriรจres van jeugdige delinquenten en heeft vele onderzoeken en publicaties op zijn naam staan onder meer op het terrein van jeugdcriminaliteit, jonge aanwas, doorgroei naar de georganiseerde misdaad en veiligheidsbeleid. Hij verzorgt cursussen voor professionals, van politie tot de rechterlijke macht en is al jaren betrokken bij de monitor jeugdcriminaliteit van het WODC. In Aruba wordt met zijn betrokkenheid in 2026 een vergelijkbare monitor opgezet.

Every year, patients with life-threatening blood diseases depend on stem cell donors for a second chance at life. Energy security is a key element of a successful energy transition. In the long run, the energy transition should improve energy security. However, the transition to a low-carbon economy will expose several new risks to energy security that are fundamentally different from the traditional risks around supply, demand, and system stability. These risks are specifically associated with the use of renewable energy and can occur in the areas of geopolitics, decentralization of energy production, digitalization, physical climate events, and critical minerals supply. Unsurprisingly, the risks to energy security faced by the rest of the world apply to Aruba as well. This presentation focuses on the dimensions of energy security risks during the energy transition for Aruba and provides recommendations on managing and/or mitigating these risks.

We nodigen u van harte uit voor een inspirerende bijeenkomst waarin we de balans opmaken tussen vrouwelijk leiderschap en de technologische toekomst van de Dutch Caribbean. Dit boek geeft een persoonlijk en openhartig inkijkje in het professionele leven van zeventien vrouwen die leidinggeven in de Dutch Caribbean, in zorg, onderwijs, rechtspraak, bedrijfsleven, cultuur en maatschappelijke organisaties. Niet als portrettengalerij van formele macht, maar als eerbetoon aan de vrouwen die een dragende, veerkrachtige en vaak onderschatte kern vormen van de capaciteitsopbouw van de small island states in het Caribisch deel van het Koninkrijk. This presentation draws on doctoral research on reparatory justice in Ecuador and Jamaica, exploring how demands for reparation are articulated both from below, by grassroots movements and communities, and from above, by states, regional institutions, and international actors, considering how different claims for reparatory justice travel across local, national, regional and supranational spaces, and how they reshape debates about rights, history, memory, and justice. In doing so, asking what counts as reparation, who gets to define repair, and how reparatory claims challenge conventional understandings of human rights and responsibility. This presentation invites reflection on how these debates resonate in the Dutch Caribbean, including Aruba and the wider Kingdom of the Netherlands. Drawing on recent discussions in the Netherlands and the Caribbean, including work connected to the UNESCO Task Force on Reparatory Justice and conversations at the 2025 Caribbean Studies Association Conference in Sint Maarten, the lecture will open space to consider the possibilities and boundaries of reparatory justice across different colonial and postcolonial contexts.

Shodona Kettle is a doctoral candidate at the University College London; her research focus is on demands for reparatory justice in Latin America and the Caribbean. She was a Fellow at the Reparations Finance Lab, the Centre for Reparation Research, and at the PJ Patterson Institute for Africa-Caribbean Advocacy at the University of the West Indies, Mona campus in Jamaica. She is a member of UNESCOโ€™s Reparatory Justice Dialogues.

Francisca Candida & Eugenio Candido Ecury is a poignant short documentary commissioned by the National Archaeological Museum of Aruba (MANA). This film serves as a vital genealogical excavation, meticulously tracing the Ecury family lineage back to the era of colonial enslavement. By highlighting the lives of Francisca Candida and Eugenio Candido, the project seeks to bridge the gap between archival records and the lived human experience, offering a deeper understanding of Aruban social history. To provide context for this screening, Rebecca will be discussing the extensive research and development phase of the projectโ€”exploring how she navigated historical archives to reconstruct a narrative that had been obscured for generations.

In 1998 Rebecca Roos started her own production company through which she produces and directs documentaries, PSA's, corporate and institutional videos, as well as feature and short films. Besides producing her own projects, she also functions as local producer, fixer and/or production manager on international commercial campaigns, films, reality TV shows and photoshoots. Between 2011 and 2016 she was actively involved with the organization of the Aruba International Film Festival. Between 2014 and 2018 Roos taught the class โ€œThe moving image as a medium in artโ€ for the preparatory course at the Academy of Fine Arts and Design Aruba and between 2018 and 2022 she was one of the guest lecturers of international workshops and higher studies at the renowned EICTV film school in Cuba, including providing a workshop in Rwanda in 2018, and online workshops for the UNESCO Transcultura Program.

Financial literacy is often associated with understanding money, but does knowledge always translate into better financial decisions? This lecture explores financial literacy among higher education students in Aruba, based on research using the OECD/INFE framework. The study examines financial attitudes, behaviors, and knowledge, and offers new insights into financial literacy among higher education students in Aruba. While the findings suggest that many students demonstrate responsible day-to-day financial habits and positive attitudes toward saving and planning, important gaps remain in areas such as informed financial decision-making and long-term financial engagement. The lecture will discuss the studyโ€™s key findings, including the relationship between financial knowledge and behavior, and reflect on how these insights can support financial education and policy development in Aruba.

Elmelynn Croes is Deputy Manager of Research and Economic Policy at the Centrale Bank van Aruba. She holds an MSc in Finance and a BA in Economics from Florida International University. Her work has focused on financial literacy, financial
development and inclusion, and fiscal sustainability. She is particularly interested in how people make financial decisions and how research can support more effective financial education and policy. Her recent work examines financial literacy among higher education students in Aruba.

๐Ÿง On 4 November 2025, the European Convention on Human Rights celebrated its 75th year since it was first drafted and signed by the members of the Council of Europe. The ECHR is also applicable to the Caribbean overseas territories of some European States, namely France, the Netherlands and the UK. The ECHRโ€™s applicability in the Caribbean territories has not drawn significant attention in the Courtโ€™s case law and in scholarship, raising important questions: Are the rights under the ECHR effectively accessible, invoked and enforced in the Caribbean territories? Do political choices, local constitutional arrangements, or governance structures influence when and how the ECHR is used? Is the ECHR integrated into local legal cultures, legal education, advocacy strategies, and public discourse? The University of Aruba is organizing a one-day multidisciplinary conference on 29 May 2026 exploring the influence of the European Convention on Human Rights (ECHR) in the Caribbean. We seek to bring together scholars, practitioners, and legal professionals to examine how the rights guaranteed in the ECHR are interpreted, contested, and realized in the courtrooms and communities of Caribbean territories.

Jolien Schukking served as a judge at the European Court of Human Rights (2017โ€“2026) and has sat on the Dutch bench since 2009. Her distinguished career includes serving as the Agent for the Netherlands before the ECtHR and UN bodies, and as Senior Legal Adviser for the Ministry of Foreign Affairs. A prominent lecturer on human rights law, she has chaired numerous international legal groups, including the Foundation Judges for Judges. She also served with the Permanent Court of Arbitration and holds a law degree specializing in Dutch and Aruban company law.
