The Civil Services in India, often called the "steel frame" of the administration, have a deep historical lineage that evolved from a commercial enforcement agency into a sophisticated bureaucratic machinery.
# # # 1. The Colonial Roots (The Ma-Bap Raj)
The modern structure traces back to the **British East India Company**. Initially, "civil servants" were simply employees of the company who handled commercial tasks, distinct from military personnel.
* **Cornwallis Code (1793):** Lord Cornwallis is known as the **"Father of Civil Services in India."** He separated the revenue and commercial branches and restricted senior posts to Europeans.
* **Haileybury College:** Established in England in 1806, this was the training ground for young recruits before they were sent to India.
* **Macaulay Committee (1854):** This was a turning point. It recommended replacing the system of "patronage" (appointment by favor) with a **merit-based competitive examination**. The first exams were held in London in 1855.
# # # 2. The Indianization Phase
For a long time, the services were almost exclusively British. The struggle for "Indianization" was a key part of the nationalist movement.
* **Satyendranath Tagore:** In 1863, the brother of Rabindranath Tagore became the **first Indian** to clear the ICS (Indian Civil Service) exam.
* **Government of India Act 1919:** Following the Montagu-Chelmsford reforms, it was decided that simultaneous exams would be held in both London and India. The first exam in India took place in **Allahabad in 1922**.
* **Lee Commission (1924):** It proposed that 40% of recruits should be British, 40% directly recruited Indians, and 20% promoted from provincial services.
# # # 3. Evolution of the Commission
The independent body that manages recruitment also evolved through several iterations:

# # # 4. Post-Independence Transformation
After 1947, there was a debate about whether to keep the British-style bureaucracy. **Sardar Vallabhbhai Patel** was the strongest advocate for retaining the services, believing a neutral, professional bureaucracy was essential for national unity.
* **The "Steel Frame":** Patel famously referred to the civil services as the "steel frame" during his address to the first batch of IAS probationers at Metcalf House.
* **Constitutional Protection:** Articles **310, 311, and 312** were drafted to provide civil servants with protection against arbitrary political action, ensuring they could give "honest and functional" advice.
# # # 5. Current Structure
Today, the services are categorized into three main types:
1. **All India Services (AIS):** Includes the IAS and IPS (and later the Indian Forest Service, established in 1966). These officers serve both the Central and State governments.
2. **Central Services (Group A & B):** Includes the IFS (Foreign Service), IRS (Revenue), and IRTS (Railways), among others.
3. **State Services:** Managed by individual State Public Service Commissions (SPSCs).
