The Nigerian Institute of Advanced Legal Studies (NIALS), in collaboration with the Olisa Agbakoba Legal Academy, successfully concluded a three-day specialised training on Nigeria’s Carbon Market Framework from 12th–14th May 2026. Stakeholders from Ministries, Departments and Agencies (MDAs), Regulators, Legal Experts, and Private Sector Participants came together to strengthen institutional readiness for Nigeria’s emerging Carbon Economy.
The Director General of NIALS, Professor Abdulqadir Ibrahim Abikan, underscored the urgency of Climate Action and highlighted Nigeria’s National Carbon Market Framework (NCMF), approved by President Bola Ahmed Tinubu, as a strategic pathway to unlock an estimated $3.8 billion annually in Climate Finance. He emphasized the importance of Legal Compliance, Institutional Coordination, Carbon Taxation, Emissions Trading, and Article 6 Mechanisms under the Paris Agreement.
The training featured presentations by leading experts in Climate Governance, Environmental Law, Taxation, Intellectual Property, and Carbon Market Transactions. Discussions focused on Nigeria’s Climate Change Act 2021, the Structure and Governance of the Carbon Market, Compliance and Enforcement Systems, Taxation and Fiscal Incentives, Dispute Resolution, Intellectual Property and Technology Transfer, and Opportunities for Private Sector Participation.
A major highlight was the presentation by former Director General of the National Council on Climate Change, Dr. Nkiruka C. Maduekwe, who examined the Legal and Policy Foundations of Climate Action and stressed that Climate Governance had evolved from voluntary commitments to enforceable obligations. Other experts explored the importance of robust Monitoring, Reporting and Verification (MRV) Systems, Carbon Registries, Emissions Trading Mechanisms, and the need for a dedicated Carbon Market Act to strengthen Nigeria’s Regulatory Framework.
International perspectives were also shared, particularly Kenya’s experience with Article 6 Carbon Trading Mechanisms, offering Nigeria practical lessons on Institutional Readiness, Investor Confidence, and Community Benefit-Sharing.

The Director General of the Nigerian Institute of Advanced Legal Studies, Professor Abdulqadir Ibrahim Abikan, PhD, fIAIB, is joined by the former Director General of NIALS, Professor Muhammed Tawfiq Ladan, PhD, and Dr. Izuoma Egerouh-Adindu, at the 2026 International Conference on Law, Religion and Youth in Africa currently holding in Kigali, Rwanda from May 17–20, 2026.
The conference brought together distinguished scholars, legal practitioners, academics, and policymakers from across Africa to deliberate on contemporary issues relating to law, religion, governance, and youth development on the continent. The participation of the NIALS delegation underscored the Institute’s commitment to advancing legal scholarship, policy engagement, and regional collaboration on critical socio-legal issues affecting Africa.

NIALS HONOURS RETIRING OFFICER, MR. DAVID OLUWAGBAMI
The Nigerian Institute of Advanced Legal Studies (NIALS), on Tuesday, May 5, 2026, held a special send-off ceremony in honour of Mr. David Oluwagbami, a Senior Research Fellow, who retired after over twenty-five years of dedicated service to the Institute.
The event, held at the Augustine Nnamani Lecture Theatre, Lagos Office, brought together management, academic staff, colleagues, friends, and family members to celebrate his remarkable contributions, particularly to the Postgraduate School.
Speakers described Mr. Oluwagbami as humble, dedicated, and highly professional, commending his commitment to duty and cordial relationship with colleagues.
The Institute Secretary, Mrs. Regina Ugonna Macaulay, who represented the Director General, Professor Abdulqadir Ibrahim Abikan, PhD, FIAIB, praised his loyalty and invaluable service to the Institute, while the Director of Research, Professor Emmanuel Okon, also commended his contributions to the academic and research development of NIALS.
Mr. Oluwagbami expressed gratitude to the management and staff for the opportunity to serve and encouraged staff to remain diligent and humble in service.
The event concluded with prayers for a peaceful, healthy, and fulfilling retirement.
