The ๐๐ถ๐ป๐ด๐ฎ๐ฝ ๐๐๐ธ๐ผ๐น๐ฎ๐ฟ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ was established to support UPCAT qualifiers from ๐จ๐ป๐๐ฒ๐ฟ๐๐ฒ๐ฑ ๐ฎ๐ป๐ฑ ๐จ๐ป๐ฑ๐ฒ๐ฟ๐๐ฒ๐ฟ๐๐ฒ๐ฑ ๐๐ผ๐บ๐บ๐๐ป๐ถ๐๐ถ๐ฒ๐ (UUC) [formerly known as Unserved and Underserved Areas (UUAs) (2024) and Geographically Isolated and Disadvantaged Areas (GIDAs) (2013-2024)], and low-income backgrounds. Although tuition is already free under RA 10931, many students continue to face financial barriers such as the cost of living, transportation, meals, and educational materials.
To address these challenges, the Lingap Iskolar Program provides comprehensive assistance to students whose families earn ๐ฃ๐ต๐ฝ ๐ญ๐ฏ๐ฑ,๐ฌ๐ฌ๐ฌ ๐ผ๐ฟ ๐น๐ฒ๐๐ ๐ฎ๐ป๐ป๐๐ฎ๐น๐น๐ and who are not receiving other financial aid. The support includes ๐๐ผ๐๐ฐ๐ต๐ฒ๐ฟ๐ ๐ณ๐ผ๐ฟ ๐ต๐ผ๐๐๐ถ๐ป๐ด, ๐ณ๐ผ๐ผ๐ฑ, ๐ฐ๐ผ๐บ๐บ๐๐ป๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป, ๐ฒ๐ฑ๐๐ฐ๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐บ๐ฎ๐๐ฒ๐ฟ๐ถ๐ฎ๐น๐, ๐ฎ๐ป๐ฑ ๐๐ฟ๐ฎ๐ป๐๐ฝ๐ผ๐ฟ๐๐ฎ๐๐ถ๐ผ๐ป, as well as a mentoring program to help students adjust to university life.

For this reason, the UP Baguio Office of Student Affairs benchmarked with Don Mariano Marcos Memorial State University - NLUC for their programs and practices promoting student welfare. A strategic planning workshop followed the activity, realigning the goals and strategies of the ODSA, OSFA, HSO, OCG, SRO, and BREHA with the vision of UP Baguio under the leadership of Chancellor Joel M. Addawe.
The UPB OSA is grateful for the warm welcome by DMMMSU-NLUC, especially the Office of Chancellor Junifer Rey Tabafunda, the Quality Assurance Office headed by Dr. Anny Ross Bayan, and the Student Affairs and Services headed by Prof. Joel Agullo.
