The Department of Education (DepEd) has approved 71,539 additional slots for 2,270 ESC participating junior high schools this SY 2026-2027. Schools are reminded to take note of the important reminders indicated in the announcement.

DepEd has issued clarifications on the Implementation of DO 11, s. 2026 or the revised guidelines on the implementation of the E-GASTPE Program. The clarification addresses concerns of E-GASTPE participating private schools on the eligibility of learners to apply and participate in the ESC and SHS VP for SY 2026-2027. Please refer to the art cards.
Other clarifications cover the following:
⚫Household Income Classification Data. DepEd GASS adopted the household income classification framework from the study, “The Middle Class and Vulnerability to Income Poverty: Implications for Social Protection in the Philippines”, authored by the Philippine Institute for Development Studies (PIDS) in 2026 to determine poor to middle-middle income households in DO 11, s. 2026.
⚫Affidavit of Family’s Financial Capacity. The affidavit of family’s financial capacity (Annex F) is a requirement to determine if the learner’s family is within the poor to middle-middle income household threshold to apply and participate in the ESC and SHS VP. All learners requiring the affidavit shall accomplish and submit the notarized Annex F of DO 11, s. 2026.
⚫Temporary Shift to Online or Distance Learning Modality. In cases where an E-GASTPE participating school temporarily implements online classes or distance learning modality due to a valid and justifiable circumstances, it shall formally notify the concerned SDO and the Private Education Assistance Committee (PEAC) in writing, indicating the reason and duration of the arrangement.

On June 1-7, 2026, the Private Education Assistance Committee conducted the 2026 In-Service Training for Junior High School and Senior High School Teachers in the Cordillera Administrative Region (CAR) at Saint Louis University Laboratory High School, Baguio City.
PEAC co-implements the JHS and SHS INSET programs for teachers in private schools under the GASTPE Program of the Department of Education.
PEAC trained 531 JHS teachers and 444 SHS teachers from CAR. The JHS and SHS INSET programs this year are accredited by the Professional Regulation Commission with 15 CPD credit units each.
PEAC also delivered the 2026 In-Service Training for K-6 Teachers in the same region on June 6-7, 2026 and trained 121 K-6 teachers. The K-6 INSET program this year is accredited by PRC with 12 CPD credit units.

The PEAC and private educational associations jointly call for the urgent approval of the Basic Education Voucher Program Act as a decisive step toward protecting access to quality education for millions of Filipino learners and reinforcing support systems for Filipino learners nationwide.
This measure strengthens partnerships between government and private schools, eases pressure on the public system, and ensures inclusive and continuous learning opportunities nationwide. We urge both Houses of Congress to act with urgency and unity, convene without delay, and pass this critical measure in the best interest of every Filipino learner.
