During the First Barangay Literacy Coordinating Council (BLCC) Meeting of Barangay La Mesa, Calamba City, Barangay Chairman and ABC President Hon. Eduardo Silva, together with the BLCC members namely; Hon. Rodolfo Gallego, Hon. Felix Mercado, Hon. Alvin Ortiz, Hon. Henry Alcantara, and SK Chairperson, Hon. Kimmy Rose Novillos expressed their full commitment and support to the Alternative Learning System (ALS) program in the community.
One of the key highlights of the meeting was the council’s unified pledge to assist ALS Teacher Mam Maria Rosario Banzuela in conducting a Systematic Literacy Mapping (SLM) across the barangay. The initiative aims to identify potential ALS learners, particularly out-of-school youth and adults who wish to continue their education through the ALS program, and have an updated masterlist of OSCYAs.
Hon. Eduardo Silva emphasized the importance of collaboration among barangay officials, community leaders, and education stakeholders in reaching individuals who may benefit from literacy and educational opportunities. The BLCC members also discussed strategies to strengthen community participation and ensure that no learner is left behind.
The meeting concluded with a shared commitment to promote literacy, empower residents through education, and build a more inclusive and progressive Barangay La Mesa.

Barangay Halang Convenes First BLCC Meeting to Intensify Literacy Initiatives

Barangay Halang effectively held its first Barangay Literacy Coordinating Council (BLCC) meeting of the year in an effort to promote inclusive education and community development. In attendance was the Brgy. Chairman Aries Silva as BLCC Chairperson, Mam Glariz Rellin, Principal of Halang ES, represented by Mam Maricel Marmeto, Coun. John Andrei Larona, Chair Cmte. On Education, Coun. Arturo Barcelon, Chair of Health and Sanitation and Environment, Rosanna Nosjava, Barangay Secretary, Rose Ann Labog, NGO representative, and other barangay staff and personnel. The session focused on strengthening the local literacy framework and ensuring that no residents are left behind in the pursuit of lifelong learning.

The meeting started with a prayer and was followed by the meeting proper. Recognizing that a council is only as effective as its active participants, the body updated its membership. This reorganization ensures that the council remains dynamic and fully equipped to address the barangay's evolving educational needs.

A central pillar of the agenda was the upcoming Systematic Literacy Mapping (SLM). Mam Maria Rosario Banzuela presented the plans to conduct a thorough, house-to-house survey to identify potential Alternative Learning System (ALS) learners.

"Our goal is not just to find these learners, but to understand their specific barriers to education," noted the council leadership.

By identifying these individuals, the barangay aims to provide tailored learning programs that directly improve their literacy status and reintegrate them into the educational mainstream.

To sustain these efforts, the council emphasized the importance of an updated Masterlist of Out-of-School Children, Youth, and Adults (OSCYAs). This database will serve as the "source of truth" for the barangay, allowing officials to:

* Track the progress of identified learners.
* Allocate resources effectively.
* Ensure a reliable, data-driven approach to achieving a Barangay with Zero OSY (Out-of-School Youth).

The meeting concluded with a presentation of proposed programs designed for the identified target groups. These include livelihood and skills training workshops and functional literacy sessions aimed at empowering OSCYAs with practical knowledge. The Barangay Chairperson and the council commit to supporting the ALS initiatives.

Through the functional BLCC and other strategic interventions, Barangay Halang is setting a high standard for grassroots educational governance, proving that a more literate community begins with organized, local action.

Advocating inclusive education through cooperation and dialogue. The first Barangay Literacy Coordinating Council (BLCC) meeting of Brgy. Banlic was held and presided over by the Brgy. Chairman Hon. January Y. Paraso, as the council’s chairperson, together with Sir Virgilio Carmona, Principal of Banlic ES, as co-chairperson. The meeting was attended by Hon. Rafad Luna, Chair of the Committee on Education, and Hon. Mario Evarita, Chair of the Committee. On Infrastructure, Hon. Rogelio Aguila Jr., Chair Cmte. On Health and Sanitation, Hon. Lovella Caraan, Chair Cmte. On Social Works, Hon. Mary Jane Velasco, SK Chairperson, Ms. April Constantino, Brgy. Secretary, Ms. Valentina Santos, Faith-based representative, Ms. Mariz Villegas, ALS Teacher, Mr. Wilmer Nombrado, Education Program Specialist for ALS, and other barangay personnel and staff.

The BLCC meeting focused on the following agenda: Recomposition of BLCC members in to update its members; Conduct of Systematic Literacy Mapping (SLM) to identify ALS potential learners and provide them with appropriate learning program to improve their literacy status; Maintainance of an updated Masterlist of Out-of-School Children, Youth, and Adults (OSCYAs) as a reliable database of potential learners to ensure the achievement of a Barangay with Zero OSY, and present programs and projects for all the identified target learners. All of these with the aim of aligning local initiatives with national standards to better serve the people of Brgy. Banlic.

In her presentation, Ms. Villegas explained the ALS program and clarified some misconceptions about it. She also discussed some updates in the implementation of ALS and proposed programs and projects, which were welcomed by the council members, including the Barangay Chairperson. Overall, the meeting was a success, with Hon. Paraso ensuring support for the literacy mapping by deploying barangay personnel to assist the ALS teacher in identifying OSCYA in their area.
