The Unified Commission on Elections (U-COMELEC) hereby releases the official results of the plebiscite on the Proposed 2026 Educators’ Council Constitution.

Total Eligible Voters: 2,929
Total Votes Cast: 1,345 (45.92% Voter Turnout)
Valid Votes: 1,344
Invalid Votes: 1 (Invalid Electronic Signature)

𝗜𝗡𝗙𝗢𝗥𝗠𝗔𝗧𝗜𝗢𝗡 𝗗𝗜𝗦𝗦𝗘𝗠𝗜𝗡𝗔𝗧𝗜𝗢𝗡
Following the verification of all submitted requirements, the Commission formally informed the Council that the Information Dissemination Period would run from May 27, 2026 to June 10, 2026. This fifteen (15)-day period was allotted to ensure that members of the student body would be adequately informed regarding the proposed constitutional amendments prior to the conduct of the plebiscite.

𝗣𝗟𝗘𝗕𝗜𝗦𝗖𝗜𝗧𝗘 𝗣𝗥𝗢𝗣𝗘𝗥
The plebiscite officially commenced on June 11, 2026, at 7:00 AM and was initially scheduled to conclude at 11:59 PM on the same day.

In consideration of circumstances that may have affected voter participation, the Commission En Banc resolved to extend the voting period until June 12, 2026, at 6:00 PM.

Following a subsequent assessment of voter turnout and in recognition of working students and other members of the student body who may have encountered difficulties participating within the extended voting period due to employment responsibilities, work schedules, and similar constraints, the Commission En Banc granted a final extension until 11:59 PM on June 12, 2026.

At the close of voting, a total of 1,345 votes had been cast.

𝗣𝘂𝗿𝘀𝘂𝗮𝗻𝘁 𝘁𝗼 𝘁𝗵𝗲 𝗾𝘂𝗼𝗿𝘂𝗺 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁 𝗽𝗿𝗲𝘀𝗰𝗿𝗶𝗯𝗲𝗱 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗿𝗮𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻, 𝗮 𝗺𝗶𝗻𝗶𝗺𝘂𝗺 𝗼𝗳 𝟭,𝟰𝟲𝟱 𝘃𝗼𝘁𝗲𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗼𝗳 𝗧𝗲𝗮𝗰𝗵𝗲𝗿 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝘄𝗮𝘀 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗽𝗹𝗲𝗯𝗶𝘀𝗰𝗶𝘁𝗲 𝘁𝗼 𝗯𝗲 𝗰𝗼𝗻𝘀𝗶𝗱𝗲𝗿𝗲𝗱 𝘃𝗮𝗹𝗶𝗱.

𝗙𝗜𝗡𝗔𝗟 𝗩𝗘𝗥𝗗𝗜𝗖𝗧
While an overwhelming majority of valid votes were cast in favor of the proposed Constitution, the total number of votes cast did not meet the required quorum. 𝗖𝗼𝗻𝘀𝗲𝗾𝘂𝗲𝗻𝘁𝗹𝘆, 𝘁𝗵𝗲 𝗽𝗹𝗲𝗯𝗶𝘀𝗰𝗶𝘁𝗲 𝗳𝗮𝗶𝗹𝗲𝗱 𝘁𝗼 𝘀𝗮𝘁𝗶𝘀𝗳𝘆 𝘁𝗵𝗲 𝗽𝗿𝗲𝘀𝗰𝗿𝗶𝗯𝗲𝗱 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻 𝘁𝗵𝗿𝗲𝘀𝗵𝗼𝗹𝗱, 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝟮𝟬𝟮𝟲 𝗘𝗱𝘂𝗰𝗮𝘁𝗼𝗿𝘀’ 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗶𝘀 𝘁𝗵𝗲𝗿𝗲𝗳𝗼𝗿𝗲 𝗻𝗼𝘁 𝗿𝗮𝘁𝗶𝗳𝗶𝗲𝗱.

The Cebu Normal University Unified Commission on Elections (CNU U–COMELEC) formally declares the conclusion of the voting period for the Educators’ Council Plebiscite.

Following the extension provided yesterday, the online ballot forms have been officially closed and deactivated as of 𝐉𝐮𝐧𝐞 𝟏𝟑, 𝟐𝟎𝟐𝟔.

We extend our sincere appreciation to the students of the College of Teacher Education (CTE) for their engagement, and for exercising their right to vote in this pivotal democratic process. Your participation is a true testament of your commitment towards our institution.

The Cebu Normal University Unified Commission on Elections announces the extension of the voting period for the Educators' Council Plebiscite.

Today, 𝗝𝘂𝗻𝗲 𝟭𝟭, 𝟮𝟬𝟮𝟲, marks the official voting period for the ratification of the 𝟮𝟬𝟮𝟲 𝗘𝗱𝘂𝗰𝗮𝘁𝗼𝗿𝘀’ 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻. The Cebu Normal University Unified—Commission on Elections calls for the active participation of all College of Teacher Education (CTE) students in this electoral process.

𝐏𝐋𝐄𝐁𝐈𝐒𝐂𝐈𝐓𝐄 𝐏𝐑𝐎𝐂𝐄𝐃𝐔𝐑𝐄𝐒:
𝟏. The ballot forms (Google Forms) are now available through your respective bloc chairs.
𝟐. Access to the forms remains open from 𝟕:𝟎𝟎 𝐀𝐌 to 𝟏𝟏:𝟓𝟗 𝐏𝐌 today.
𝟑. Students must answer the favorability question regarding the proposed amendments, revisions, and provisions of the 2026 EC Constitution.
𝟒. A valid electronic signature (e-signature) must be attached to the ballot form to confirm your participation.

The Cebu Normal University Unified Commission on Elections presents the official guidelines for the upcoming Educators' Council Plebiscite.

𝟏. The ballot forms (Google Forms) shall be distributed through the respective bloc chairs in coordination with the Educators’ Council.
𝟐. The ballot forms shall be accessible only on the day of the plebiscite, from 7:00 AM to 11:59 PM.
𝟑. Each student shall accomplish the required information, carefully review the proposed amendments, revisions, and provisions of the 2026 Educators’ Council Constitution, and respond to the following question: “Are you in favor of the proposed amendments, revisions, and provisions of the 2026 EC Constitution?”
𝟒. Upon casting their vote, students shall submit the accomplished ballot form together with their electronic signature (e-signature) to validate their participation in the plebiscite.

All CTE students are encouraged to review these guidelines, prepare to participate, and to exercise their vote responsibly.

The Cebu Normal University Unified Commission on Elections successfully facilitated the election of the Federation of the Supreme Student Councils (FSSC) Chairmanship for Academic Year 2026-2027 last May 30, 2026 held at the Administrative Building Conference Hall.

Supreme Student Council (SSC) Presidents from the Cebu Normal University Main, Balamban, and Medellin campuses convened to take part in this democratic process, reaffirming the spirit of collaboration, representation, and student empowerment. Their participation served as a testament to democractic participation. Highlighting a shared commitment to strengthening student governance, representation, and inter-campus collaboration.

Following the conclusion of the electoral proceedings, CNU Main SSC President Kurt Justin Jacalan was elected as the new FSSC Chairperson, entrusted with the responsibility of representing and championing the interests of the student body across all campuses.

As leadership transitions from one student leader to the next, may this new mandate be guided by transparency, accountability, and a steadfast commitment to service.
