The UPLB Office for Institutional Development in Higher Education (OIDHE) met with representatives from Urdaneta City University (UCU) today, 18 June 2026, to discuss and explore collaborative initiatives in preparation for an upcoming training program next month.
Representing Urdaneta City University are Dr. Sonny Soriano, Director of the Office of External Affairs and Linkages, and Mr. John Vincent C. Isip.
Leading the UPLB OIDHE team are Program Coordinators Dr. Ramon Christian P. Eusebio and Asst. Prof. Ramoncito G. Cambel.
UPLB OIDHE remains committed to strengthening partnerships with higher education institutions and advancing capacity-building initiatives through meaningful collaboration.

The University of the Philippines Los Baños Office for Institutional Development in Higher Education (UPLB OIDHE) proudly announces the publication of the latest UPLB Journal - OIDHE Special Issue, a commemorative volume that highlights the scholarly works of UPLB and our partner higher education institutions' faculty members, researchers, and extension practitioners.
More than a collection of scholarly works, the OIDHE Special Issue stands as a testament to the continuing collaboration among higher education institutions in advancing academic research, fostering intellectual exchange, and strengthening communities of practice across disciplines and sectors.

Representatives from the University of the Philippines Los Baños (UPLB), through the Office for Institutional Development in Higher Education (OIDHE) and the College of Public Affairs and Development (CPAf), attended the Committee on Education hearing of the Pasig City Council to discuss the proposed resolution authorizing Pasig City Mayor Victor Ma Regis N. Sotto to enter into and sign, on behalf of the City Government of Pasig, a Memorandum of Understanding (MOU) with UPLB on research collaboration, internship opportunities, and other areas of collaboration. The proposed resolution was authored by Councilor Simon Gerard R. Tantoco, Chair of the Committee on Education of the Sangguniang Panlungsod ng Pasig.
The UPLB delegation was composed of OIDHE Program Coordinators Dr. Ramon Christian P. Eusebio, Dr. Reniel S. Pamplona, and Asst. Prof. Ramoncito G. Cambel, together with Dr. Christian Leubert C. Milambiling from the College of Public Affairs and Development. During the hearing, the UPLB representatives discussed potential areas of collaboration and shared possible initiatives that may be pursued under the proposed partnership.
Representatives from Pamantasan ng Lungsod ng Pasig (PLP), including Dr. Noreen A. Perez, also participated in the discussion. Initial areas of collaboration identified during the meeting included joint community-based research initiatives, capacity-building programs on artificial intelligence for PLP faculty and staff, and other academic and research engagements.
Once the resolution is approved by the Sangguniang Panlungsod ng Pasig, a ceremonial signing of the Memorandum of Understanding between UPLB and Pamantasan ng Lungsod ng Pasig will be scheduled.

The University of the Philippines Los Baños Office for Institutional Development in Higher Education (UPLB OIDHE) participated in the 2026 International Association for Research on Service-Learning and Community Engagement (IARSLCE) Asia-Pacific Community of Practice International Conference held at the University of the Philippines Diliman on 15–16 June 2026.
Anchored on the conference theme, “Ethics of Service-Learning and Community Engagement,” Dr. Jenielyn T. Padrones, Director of UPLB OIDHE, and her co-authors, including Dr. Rufo Gil Albor, presented the paper entitled “Ethical Capacity Building for Service-Learning and Community Engagement Through Cross-Institutional Leadership Mentoring: Evidence from the UPLB HELM Fellowship Program.”
The presentation highlighted the role of cross-institutional leadership mentoring in strengthening ethical service-learning and community engagement initiatives across higher education institutions. At the heart of the discussion was the HELM Framework, a structured approach that translates leadership development into ethical practice, institutional innovation, and meaningful systems change among participating institutions.
The study underscored the importance of developing leaders who are not only effective in advancing institutional goals but are also deeply committed to ethical engagement, reciprocity, and the long-term well-being of communities. Through mentoring, collaboration, and shared learning, the HELM Fellowship Program demonstrates how leadership development can serve as a catalyst for more responsive, accountable, and sustainable forms of community engagement.
As UPLB OIDHE continues to promote institutional development and transformative leadership in higher education, the HELM Framework offers a promising model for higher education leaders across the Asia-Pacific region who seek to bridge theory and practice while fostering ethical and sustainable partnerships with communities.

The UPLB Office for Institutional Development in Higher Education (OIDHE) held a productive exploratory meeting today, June 11, 2026, with Mapúa Malayan Colleges Laguna (MMCL) to discuss potential collaborations for the MMCL students' Internship Program at UPLB.
The discussion highlighted future learning opportunities and synergy, particularly with the UPLB Museum of Natural History.
Representing Mapúa Malayan Colleges Laguna were Djozel Ritz O. Yabut (Program Associate, Office for Strategic Partnerships and Global Engagement), Ivana Ruth C. Vidal (Program Associate, Office for External Linkages, Internationalization, and Transnational Education), and Banjie G. Sarmiento (BS Biology Program Chair, College of Arts and Sciences), while the UPLB delegation was led by OIDHE Director Dr. Jenielyn T. Padrones, OIDHE Program Coordinator Dr. Kharmina A. Evangelista, and UPLB Museum of Natural History Internship Coordinator Mr. Florante A. Cruz.

The UPLB Office for Institutional Development in Higher Education (OIDHE) witnessed a significant milestone in academic partnerships during the virtual ceremonial Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) signing between Benguet State University (BSU) and Moncada Polytechnic College (MoPC) last May 21, 2026.
The collaborative agreement is designed to foster institutional growth, advance research capabilities, and promote sustainable educational programs between the two higher education institutions. This strategic partnership underscores the shared commitment of BSU and MoPC to elevate academic standards, drive innovation, and deliver meaningful impacts to their respective communities.
The virtual ceremony was spearheaded by the leadership of both institutions, with BSU represented by University President Dr. Kenneth A. Laruan, Vice President for Academic Affairs Dr. Janet P. Pablo, and College of Natural Sciences Dean Dr. Sherlyn C. Tipayno. MoPC was represented by Interim President Dr. Max P. Guillermo and Acting College Secretary Mr. Victor Sandino S. Molina.
Serving as witnesses to this momentous collaboration were officials from the University of the Philippines Los Baños, led by Chancellor Dr. Jose V. Camacho, Jr., Assistant to the Vice Chancellor for Research and Extension and Museum of Natural History Director Dr. Marian P. De Leon, College of Arts and Sciences Dean Dr. Chrysline Margus N. Piñol, and OIDHE Director Dr. Jenielyn T. Padrones. Also in attendance from the UPLB Department of Agribusiness Management and Entrepreneurship were Department Chair Asst. Prof. Nanette A. Aquino and Asst. Prof. Fitz D. Jimenez.
