Ngunit, isang mapaminsalang pagbaha ang sumira sa kanilang mga tahanan; isang sakunang lalong pinalala ng pinangakong flood control project na hanggang ngayo’y hindi pa rin naipapatayo sa kabila ng pangakong paulit-ulit na binitiwan. Dahil dito, napilitan silang manirahan sa isang masikip na covered court sa loob ng tatlong buwan. Sa gitna ng kanilang pagbangon, nagbabadya na naman ang panibagong unos sa kanilang komunidad nang bisitahin sila ni Gobernador Tol upang palayasin ang mga residente roon.

Para kay Iska, malinaw na ang pag-unlad na ito ay hindi para sa kanila. Kasama ang kanyang kapatid na si Hope, unti-unti niyang nauunawaan na ang kanilang laban ay hindi lamang para sa tahanan, kundi para sa dignidad at karapatan. Sa pagharap sa pang-aapi, sisiklab ang militanteng diwa ni Iska. Ngunit sapat ba ang kanilang tapang upang labanan ang sistemang matagal nang pumipigil sa kanila?
