Can local legislation be a catalyst for agricultural innovation?

UPOU MR&DM Student Advocates for Evidence-Based Agricultural Policies at International Conference

Joe Anthony P. Claus, a student from the Master of Research and Development Management (MR&DM) program at the UP Open University (UPOU), presented his qualitative study at the International Conference on Agriculture and Plantation Management 2025 in Sri Lanka. His research, titled “Surfacing R&D in the Legislative Process,” offers an ethnomethodological analysis of a city government's committee hearing on an agricultural ordinance. The study introduces an innovative framework for integrating research and development into local policymaking, emphasizing the importance of empirical evidence and participatory engagement. Claus credits UPOU-FMDS for the interdisciplinary training that enriched his research.
