On June 10, 2026, the Polytechnic University of the Philippines Graduate School (PUP GS) and the Philippine National Railways (PNR) held an exploratory meeting to discuss potential collaboration on extension projects, professional development, and capacity-building initiatives.

The PUP GS delegation was led by Dr. Elmer G. De Jose, Dean of the Graduate School, together with Dr. Philip P. Ermita, ASEAN Engineer, Professor I, Chairperson of the MS in Industrial Engineering and Graduate Diploma in Project Management (GDipPM), and Director of the Technology Business Incubation and Development Office, and Dr. Annabelle A. Gordonas, Chief of the Research and Extension Office.

Representing PNR were Atty. Celeste D. Lauta, Assistant General Manager, Engr. Christian Mendoza, Team Lead for the South Long Haul Project, along with other officials and staff.

During the meeting, PUP GS shared its academic offerings, particularly the Graduate Diploma in Project Management (GDipPM), and explored possible areas of collaboration aimed at enhancing the competencies and capabilities of PNR personnel through relevant training, extension programs, research, and lifelong learning opportunities.

This engagement marks a significant step toward building a strong partnership between PUP GS and PNR in advancing workforce development, organizational excellence, sustainable transportation, and public service innovation. The collaboration likewise supports the achievement of the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation and Infrastructure), and SDG 17 (Partnerships for the Goals).

Together, we build a more capable, innovative, and future-ready public sector workforce.

PUP Graduate School Strengthens Extension Linkage with BuCor Through Transformative Corrections Initiative

Marking a significant milestone in academic-community partnership, the Polytechnic University of the Philippines Graduate School (PUP GS) and the Bureau of Corrections (BuCor) forged a meaningful extension linkage through the conduct of the 5-Day Workshop on the Review and Enhancement of the 24 Behavior Modification Program (BMP) Modules held at the Development Academy of the Philippines, Tagaytay City. Anchored on the theme โ€œFrom Control to Transformation: Developing Humane, Evidence-Based, and Transferable Behavior Modification Modules,โ€ the initiative reflects a shared commitment to advancing rehabilitation and reformation programs for Persons Deprived of Liberty (PDLs) through research-based, humane, and transformative interventions. This collaboration serves as a testament to PUP GSโ€™s expanding role in extending academic expertise beyond the classroom and into institutions that contribute directly to nation-building.

The program formally opened with remarks from CT/SSUPT Dorothy C. Bernabe, Director of the Directorate for Reformation, who emphasized the importance of ensuring that rehabilitation interventions respond to the real and evolving needs of PDLs. In his inspirational message, Dr. Elmer G. De Jose, RPsy, RPm, Dean of the PUP Graduate School, emphasized the power of education, psychological science, and community engagement in fostering meaningful change and successful reintegration. The workshop was facilitated by PUP GS experts Dr. Aimee Rose A. Manda, RPm, Dr. Geraldine F. Santos, RPsy, RPm, and Dr. Pricila B. Marzan, RPsy, RPm, LPT, faculty member of the PUP Psychology Undergraduate and Graduate School Program, who guided participants through lectures, reflective discussions, module critiquing, and writeshop sessions grounded in evidence-based correctional and psychological practices.

Implemented by the BuCor Personnel Development Division (PDD) in coordination with the Directorate for Reformation through the Behavior Management Division headed by CTO2 Lucia E. Santos, the activity was conducted under the leadership of CT/SSUPT Elsa A. Alabado, Acting Director of the Directorate for Personnel and Human Resource Development (DPHRD), with the support and guidance of General Gregorio Pio P. Catapang Jr., AFP (Ret.), CESE, CCLH, Director General of BuCor.

More than a workshop, this undertaking formally establishes and strengthens the extension partnership between the PUP Graduate School and BuCor, opening opportunities for future collaborations in research, training, capability building, and community engagement. Through this forged linkage, PUP GS continues to demonstrate its commitment to social transformation, proving that higher education can be a powerful force in creating pathways toward rehabilitation, restoration, and hope under the vision of Bagong BuCor.
