The event was hosted in Luang Prabang, in the Lao Peopleโs Democratic Republic. The dialogue provided an inclusive space for participants to ask questions, learn from each other, and discuss ideas for engaging more effectively in the region. More than just climate organisations, the participants represented organisations working on womenโs empowerment, biodiversity conservation, among other important areas that are important in pursuing climate justice.
Insights from the projectโs series of sub-regional dialogues will be compiled into a report capturing local realities and recommendations that can be considered to strengthen multi-stakeholder and regional collaboration to scale-up climate action.

Key insights emerged from the Dialogue, including:
๐ฟ Closing the climate finance gap remains essential to fully support the Mekong Regionโs climate commitments. Continued and coordinated efforts are needed to strengthen accessโparticularly by enhancing climate awareness and data availability, addressing language barriers, and investing in institutional capacity. These steps can help unlock and more effectively utilise available finance.
๐ฟ Advancing a just transition calls for ongoing reflection on the type of change being pursued, ensuring that climate finance supports initiatives that are equitable and inclusive. This includes recognising transition costs and putting in place strong socio-ecological safeguards from the outset, so that vulnerable communities are not disproportionately affected and are able to benefit equitably.
๐ฟ Strengthening community involvement in the design and implementation of mitigation strategies is key to ensuring that local needs are reflected and that benefits are shared more equitably, reinforcing both effectiveness and fairness.
This marks the second iteration of subregional dialogues organised by the ALAM Project, supported by the ASEAN UK Green Transition Fund. The dialogue will contribute to an in-depth report on country and community experiences in advancing just transitions across Southeast Asia.
