The DA-DAR-DENR-DILG NCI-SRD is the government's response to address the fragmented delivery of rural development services

The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) is the government's response to the fragmented delivery of rural development services. It is a strategy of joint planning, budgeting, implementation and monitoring, and evaluation of the DA-DAR-DENR-DILG programs, activities, and projects in the convergence areas within a watershed or major river basin through the ridge-to-reef approach.

The NCI-SRD conducted the DA-DAR-DENR-DILG Joint Administrative Order (JAO) Stakeholder Consultation: Visayas Cluster on May 27-29, 2026 in Cebu City, Central Visayas. The activity aimed to consult with the NCI-SRD stakeholders from the Visayas Cluster by gathering feedback, concerns, and perspectives on the implementation of the DA-DAR-DENR-DILG NCI-SRD Joint Administrative Order (JAO) which covers the mechanism and operationalization of the NCI-SRD strategy.

Dr. Quian Ibarra, Administrative Chief and Regional Convergence Initiative Technical Working Group (RCI TWG) Central Visayas Designated Representative, delivered the opening remarks. Chief Ibarra emphasized the importance of developing the watershed areas and harmonizing initiatives, particularly on soil and water interventions. He stated the need for harmonization to create significant impact in rural areas. Lastly, he expressed his gratitude to the participants on attending the consultation for the enhancement of the draft NCI-SRD JAO.

Executive Dir. Bernadette De Los Santos, DA-PCAF, and Chairperson of the PA CWG, provided the closing remarks through a recorded video message. She expressed her gratitude to the participants for their unwavering commitment and noted that the consultation is a deliberate exercise in participatory governance. Further, she highlighted that the inputs and perspectives generously shared by the Visayas Cluster will directly shape how the JAO will be operationalized. Moving forward, she called on to carry the spirit of collaboration and strength of convergence towards one purpose.

This coming August 2026 is the scheduled consultation for the Mindanao Cluster which will be held in Davao City.

The NCI-SRD conducted the DA-DAR-DENR-DILG Joint Administrative Order (JAO) Stakeholder Consultation: Luzon Cluster on May 13-15, 2026 in Vigan City, Ilocos Sur. The activity aimed to consult with the NCI-SRD stakeholders by gathering feedback, concerns, and perspectives on the implementation of the DA-DAR-DENR-DILG NCI-SRD Joint Administrative Order (JAO) which covers the mechanism and operationalization of the NCI-SRD strategy.

DAR Ilocos Regional Director Maria Ana Francisco, delivered the opening remarks. She called for the need to have strong collaboration among agencies and encouraged everyone to enjoy the three-day workshop and be inspired in helping the community.

Further, Executive Dir. Bernadette De Los Santos, DA-Philippine Council for Agriculture and Fisheries (PCAF), and Chairperson of the Policy and Advocacy Component Working Group (PA CWG), provided an opening message. She highlighted that the JAO will serve as the blueprint for sustainable growth and the presence and voice of the Luzon cluster stakeholders are vital to improve the document.

Engr. Dennis Tactac, DA Regional Technical Director for Operations for Ilocos Region and Regional Focal Person for RCI TWG Ilocos, delivered a closing message to the consultation. He extended his gratitude for the participation of stakeholders in prioritizing the activity and sharing their concerns for the revision of the JAO.

The activity ended with a discussion on the good practices of the R/P/C/MCI TWGs that supported sustainable operations and the challenges they encountered during the implementation of their respective Convergence Area Development Plans. The session aimed to collect additional insights and ideas that other stakeholders could replicate or adapt for effective operationalization.
