𝗧𝗘𝗦𝗗𝗔-𝗣𝗦𝗔𝗧 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗟𝗚𝗨 𝗕𝘂𝗴𝗮𝗹𝗹𝗼𝗻 𝗳𝗼𝗿 𝗖𝗕𝗧𝗣

The Technical Education and Skills Development Authority-Pangasinan School of Arts and Trades (TESDA-PSAT) headed by Acting Vocational School Superintendent I Gerardo E. Amansec has partnered with the Local Government Unit (LGU) of Bugallon under the leadership of Hon. Mayor William K. Dy, as represented by its Sangguniang Bayan members, for the Community-Based Training Program (CBTP) in Shielded Metal Arc Welding (SMAW) NC II and Organic Agriculture Production (OAP) NC II, held at the Sangguniang Bayan Session Hall, New Legislative Building, Bugallon, Pangasinan last June 10, 2026.

The said program will cater to various Special Clients such as Out-of-School Youth (OSY), Unemployed Adults, Women, Indigenous Peoples (IPs), Farmers and Farm Workers, Fisherfolk and other marginalized sectors.

This reflects TESDA’s seamless commitment to reach out to the community because real service is showing up to those who need it the most, more so, it must be felt when and where it is necessary.

The Provincial Training Center (PTC) Pangasinan, in partnership with Pangasinan PESO, successfully conducted the Closing Ceremony for the Community-Based Skills Training in Basic Driving and Basic Bread and Pastry Production held at the PESO Multipurpose Hall, Capitol Complex.

The ceremony marked the successful completion of training for 55 trainees:

Provincial PESO Manager Ma. Richelle M. Raguindin opened the program with remarks highlighting the importance of skills development in empowering individuals and strengthening communities.

PTC Pangasinan OIC Director Alvin L. Yturralde, Ed.D. led the confirmation of candidates for graduation and commended the trainees for their dedication and perseverance throughout the program. Messages of support were also delivered by Vice Governor Mark Ronald DG Lambino and Governor Ramon “Mon-Mon” V. Guico III, through Atty. Kandace Lorraine Palagud, reaffirming the provincial government’s continued commitment to accessible skills training and workforce development.

The ceremony concluded with the Graduation Proper and awarding of Certificates of Completion, recognizing the graduates’ hard work and newly acquired competencies. With their training completed, the graduates now move forward equipped with practical skills, ready to pursue employment opportunities and start new livelihood paths.

The Municipality of Naguilian, La Union and TESDA Region I, through the TESDA La Union Provincial Office, formally signed a 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗼𝗳 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 (𝗠𝗢𝗔) at the Balikbayan Function Hall, Ortiz, Naguilian, La Union, reaffirming their shared commitment to expanding access to quality technical education, skills development, and employment opportunities for the people of Naguilian.

The partnership was facilitated through the efforts of the TESDA La Union Provincial Office together with the Provincial Training Center Agoo under the leadership of Mr. Jovencio Panida, whose active coordination and support helped pave the way for this meaningful collaboration between TESDA and the Local Government Unit of Naguilian.

Through this partnership, TESDA and the Municipality of Naguilian will work hand in hand in implementing community-based and enterprise-based training programs, providing scholarship opportunities, conducting competency assessments and certifications, strengthening the capabilities of Community Training and Employment Coordinators (CTECs), and enhancing employment facilitation and enterprise development initiatives for TESDA graduates.

The agreement further reinforces the LGU's role in identifying priority sectors, conducting training needs assessments, organizing local technical education and skills development committees, and supporting sustainable workforce development programs that address the needs of the community.

This partnership marks another significant milestone in promoting inclusive growth, employment generation, and community empowerment through skills development in Naguilian, La Union.

𝗧𝗘𝗦𝗗𝗔 𝗟𝗮 𝗨𝗻𝗶𝗼𝗻 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗖𝗼𝗰𝗼𝗻𝘂𝘁 𝗙𝗮𝗿𝗺𝗲𝗿𝘀’ 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱𝘀 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗔𝗻𝗶𝗺𝗮𝗹 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗨𝗻𝗱𝗲𝗿 𝗖𝗙𝗦𝗣

The TESDA La Union Provincial Office, in partnership with Rocapor’s Farm School for Practical Agriculture, continues to empower registered coconut farmers and their qualified dependents through the implementation of the Coconut Farmers Scholarship Program (CFSP) for Animal Production (Ruminants) NC II.

A total of 25 scholars are currently undergoing competency-based training designed to enhance their technical knowledge and practical skills in livestock production, providing them with opportunities for sustainable livelihood, increased productivity, and diversified sources of income.

As part of the ongoing training, scholars actively participate in hands-on activities covering key competencies in ruminant production and management, including:

• Provide Forage – identifying, harvesting, handling, and managing forage resources essential for the nutrition and productivity of ruminant animals.
• Perform Breeding of Ruminants – developing practical skills in livestock breeding and herd management through actual field exercises.
• Body Weight Estimation – assessing animal growth and condition to support effective feeding, breeding, and management decisions.
• Ear Tagging – applying proper animal identification methods for accurate record-keeping and monitoring.
• Hoof Trimming – maintaining hoof health to promote animal mobility, comfort, and overall productivity.
• Management of Ruminants – learning proper handling, feeding, health care, and routine management practices for livestock.
• Land Preparation for Forage Production – preparing agricultural land for forage crop cultivation to support sustainable animal nutrition.
• Milking Operations – practicing proper milking techniques that ensure hygiene, animal welfare, and quality milk production.

Through these industry-responsive training activities, TESDA La Union remains committed to equipping coconut farmers and their families with relevant agricultural skills that contribute to sustainable agriculture, improved economic opportunities, and a stronger livestock industry.
