The Maritime Industry Authority (MARINA) has deferred the implementation of the National Merchant Marine Aptitude Test (NaMMAT) for Academic Year (AY) 2026-2027 and directed maritime schools to admit students without requiring the aptitude test as part of the enrollment process.
The directive was issued through MARINA Advisory No. 2026-34, citing the need for a comprehensive review of the test's implementation following concerns raised by stakeholders.
The decision is anchored on Republic Act No. 12021, otherwise known as the Magna Carta of Filipino Seafarers, and its Implementing Rules and Regulations (IRR), which transferred jurisdiction over maritime education and training (MET) from the Commission on Higher Education (CHED) to the maritime agency.
In connection with MARINA Advisory No. 2025-39, which provides the transitory guidelines for the transfer of maritime education functions to MARINA, the Agency is set to assume full responsibility for the administration of the NaMMAT beginning AY 2026-2027. As preparation to assume full responsibility for the aptitude test, the MARINA recognized the need to further assess its implementation following concerns and feedback raised by various stakeholders.
With the deferment, all Maritime Higher Education Institutions (MHEIs) are directed to admit and enroll incoming students and transferees without requiring NaMMAT results. Instead, maritime schools may continue to use their own institutional admission or entrance examinations for student screening and selection.
The MARINA also encouraged MHEIs to strengthen their admission processes to ensure that they remain aligned with program requirements and applicable national and international standards for maritime education.
The Authority emphasized that the temporary measure is intended to support a smooth transition of maritime education functions while safeguarding opportunities for students who wish to pursue maritime careers.
The MARINA remains committed to enhancing the quality of maritime education and training in the country, and will issue further guidance upon completion of the review.

Earning a 94.43% proficient rating, the Philippine Merchant Marine Academy (PMMA) 149th Naval Reserve Officers Training Corps Unit (NROTCU) sustained its strong performance in the 2026 Annual General Tactical Inspection (AGTI) after retaining a perfect score in the General Administration Inspection and posting high ratings in other components.

Led by facilitators from PMMA and MARINA, the program covered three core disciplines: Modified Basic Training, Ship Handling and Safe Navigation I, and Engine Operation and Maintenance I.

The activity aims to strengthen preparedness and disaster resilience nationwide. During the drill, Safety Unit staff and designated building representatives reminded employees of the proper safety measures to observe during earthquakes.

Sa gitna ng mga hamon ng organisadong krimen, korapsyon, at banta sa pambansang seguridad, muling binigyang-diin ni PAOCC Executive Director Undersecretary Benjamin C. Acorda Jr. ang kahalagahan ng makabayang pamumuno, integridad, at disiplina sa isang inspirational symposium sa Philippine Merchant Marine Academy (PMMA) sa San Narciso, Zambales noong Hunyo 9.
Bilang panauhing tagapagsalita, unang dumalo si Usec. Acorda sa command conference at arrival honors bago pormal na sinimulan ang programa sa PMMA Mess Hall. Nagbigay naman ng welcome remarks si PMMA Superintendent Commodore Joel Y. Abutal at binigyang-diin ang mahalagang papel ng akademya sa paghubog ng mga susunod na lider ng maritime industry at serbisyo publiko.
Sa kanyang talumpati, hinikayat ni Usec. Acorda ang mga kadete at opisyal ng PMMA na maging huwaran ng integridad, tapang, disiplina, at pagmamahal sa bayan. Ipinaalala rin niya na ang pagtatanggol sa Republika ay hindi lamang tungkulin ng pamahalaan kundi responsibilidad ng bawat Pilipino.
Naging mas makabuluhan ang programa sa isinagawang open forum kung saan aktibong nagtanong ang mga kadete tungkol sa crime prevention, nation-building, at mga hakbang laban sa mga umuusbong na banta sa lipunan. Nagkaroon din ng pagkakataon si Usec. Benjamin Acorda Jr. na makapaglibot sa mga pasilidad ng PMMA upang masaksihan ang mga programa at pagsasanay na humuhubog sa mga magiging opisyal ng maritime sector ng bansa.
Ang PMMA ay ang pangunahing maritime institution ng Pilipinas na naghahanda ng mga kabataang Pilipino upang maging mga propesyonal at responsableng opisyal sa larangan ng maritime transportation at pambansang serbisyo.
Sa pagtatapos ng programa, ipinagkaloob ng PMMA ang isang Plaque of Appreciation kay Usec. Acorda bilang pagkilala sa kanyang ambag sa pagpapaunlad ng pamumuno ng mga kadete at sa kanyang patuloy na kampanya laban sa organisadong krimen at korapsyon.
