𝐍𝐄𝐖𝐒 | TR3S Production takes home championship of the 4th Refugee Film Festival Short Film Competition

TR3S Production of Tarlac State University (TSU) was named champion in the recently concluded 4th Refugee Film Festival Short Film Competition with its entry, Tambol, in line of the celebration of World Refugee Day on June 20.

The production team is composed of Kharl Angelo Manaloto from the College of Public Administration and Governance (CPAG), Kissy Pingol from the College of Arts and Social Sciences (CASS), and Angel Gabrielle Rico from the College of Computer Studies (CCS).

Competing against filmmakers from various parts of the country, Tambol resonated with both the judges and the audience, securing the championship title.

According to United Nations High Commissioner for Refugees (UNHCR) National Goodwill Ambassador Atom Araullo, the film Tambol is "hauntingly poetic," noting its rawness and emotional depth that contributed to its cinematic impact.

Manaloto shared that the team drew inspiration from the experiences of the Badjaos, whose struggles with displacement and discrimination led them to explore themes of freedom, belonging, and dignity through their film Tambol.

β€œThe badjaos po talaga is what pushed us to do the short film. [Kasi] We wanted to join talaga sa mga competition na β€˜yan to give a message to the people especially to the ones that need it the most,” Manaloto added.

He added that the film aims to present a different perspective on the Badjaos by highlighting the reasons behind their circumstances rather than the stereotypes often associated with them.

β€œWe showed them that Badjaos also want to own, have work opportunities, and are free from discrimination. It's the other side of the coin kumbaga kasi we often see them begging, but why are they begging? Because of discrimination,” he further emphasized.

The championship marks a significant achievement for Tarlac State University, as TR3S Production brings national recognition to the institution through its dedication to meaningful and socially relevant filmmaking.

Hunyo.
Ito ay buwan ng iba’t ibang kulay ng kasarinlan at pagyakap sa tunay na ako at ikaw. Ngunit ngayong Hunyo, ipinagdiriwang din natin ang araw ng mga haligi sa ating mga tahanan.

Ang lalaking siyang unang naging tahanan ko.

Bilang isang bakla, hindi naging madali ang paglalakbay ko patungo sa patanggap sa aking sarili. Maraming araw ang tinatahak nang may pag-aalinlangan at takot. Takot sa katotohanang kapag nabigkas ay maaaring may magbago.

Matagal akong nanahimik sa dilim, dala-dala ang ngiti kapag kinakailangan at ang pagkukunwari dahil iyon ang mas madali kaysa sa pagpapakatotoo.

Ngunit isa sa pinakamalaki kong kintatakutan, bukod sa panghuhusga ng lipunan, ay ang posibilidad na hindi ako tanggap ng sarili kong tahanan.

At sa loob ng tahanang iyon ay may isang lalaking naging haligi.

Isang lalaking unang nagturo sa akin kung paano tumayo sa sarili kong mga paa.
Isang lalaking nagpapakahirap at nagbabanat ng buto upang maitaguyod ang pamilya.
Isang lalaking nagbigay-daan upang makarating ako kung nasaan ako ngayon.
At isang lalaking, kahit hindi man madalas magsalita, ay ipinaparamdam ang pagmamahal sa paraang tahimik ngunit totoo.

Hindi katulad ko na matagal na siyang niloloko.

Maraming beses na akong sumubokβ€”sumubok na ibuka ang aking bibig upang aminin ang totoo.

Ngunit sa tuwing ibinubuka ko ang aking bibig, tila walang salitang lumalabas, dahil ako’y napapahinto sa isang tanong.

Isang tanong na naging dahilan ng aking pagkatakot.

Isang tanong na..
β€œKung umamin kaya ako sa’yo, Papa, na ang Junior mo ay isang bakla…mamahalin mo pa rin kaya ako?”

Patawad, Papa, dahil hindi ako naging kasing tapang mo.

Duwag ako.

Sana kapag dumating ang panahon na kaya ko nang sabihin ang totoo, wala sanang mabago. Dahil may bahagi sa puso ko na umaasa na ang pagmamahal mo ay mas malaki kaysa sa kasarian ko.

Dahil ang pagiging bakla ko ay hindi kabawasan sa aking pagkatao.
Dahil ang pagiging bakla ko ay hindi paglayo sa mga itinuro mo.

Dahil ako pa rin ito.

Ako ang anak mong minsang mong kinalong at niyakap sa iyong mga bisig.
Ako ang anak mong umaasa pa ring marinig mula sa iyo ang mga salitang
β€œAnak, Junior ko, proud na proud ako sa’yo.”

Kaya ngayong araw ng mga haligi ng tahanan, hindi lang kita gustong batiin.

Dahil gusto rin kitang pasalamatan.

Papa…

Salamat sa lahat ng pagmamahal. Dahil sa kabila ng pagod na nararamdaman mo, ay hindi ka sumuko. Sa mga problemang kinakaharap mo, ay mas pinili mong maging matapang at mag
pakakatatag para sa pamilya.

Salamat din sa lahat ng ama na tumanggapβ€”sa mga piniling yakapin at suportahan ang kanilang mga anak sa gitna ng pag-amin.

Ngayong buwan ng Pride at araw ng mga ama, dala ko pa rin ang pag-asa na balang araw ay wala nang sinumang anak na matatakot ipakita ang tunay niyang sarili sa pamilya.

Dahil ang tahanan ay dapat maging ligtas.

Dahil sa dulo ng lahat, hindi ang kasarian ang pinakamahalaga.

Kundi ang pagmamahalan ng pamilya.

Kaya, Papa…

Bakla ako.
Anak mo parin ako.
At mamahalin pa rin kita.

Dahil ang pagmamahal ko sa iyo ay halintulad sa isang bahaghari. Nanatiling makulay kahit dumaan sa isang bagyo.

NEWS | JPSPA-TSU Ranks 2nd in Central Luzon

The Junior Philippine Society of Public Administration – Tarlac State University (JPSPA-TSU) Chapter has secured the 2nd Overall Rank in Central Luzon, marking another milestone for the organization and reaffirming its commitment to servant leadership.

The recognition comes after a year of implementing programs, outreach initiatives, seminars, and student-centered activities despite facing challenges.

According to JPSPA-TSU President, Jan Andrei Saborboro, the achievement reflects the perseverance of the organization in overcoming obstacles while remaining focused on its mission of service.

"Sa likod ng bawat tagumpay ay mga pagsubok na hindi nakikita ng marami. May mga pagkakataong napapagod, nag-aalinlangan, at nagtatanong kung sapat ba ang ating ginagawa. Ngunit sa kabila ng lahat ng iyon, patuloy tayong lumalaban dahil alam natin kung para kanino at para saan natin ito ginagawa," the president shared.

The organization encountered funding constraints that challenged the implementation of several initiatives. However, these limitations became opportunities to develop innovative solutions and strengthen the commitment of its members toward serving students and communities.

The JPSPA-TSU chapter president also acknowledged the pressure of following a previous administration that achieved the highest recognition in the region. Despite this, the organization remained grounded in its belief that true success extends beyond awards.

"Ang tunay na sukatan ng isang organisasyon ay hindi lamang ang mga tropeo, titulo, o karangalang natatanggap nito. Higit sa lahat, nasusukat ito sa kung paano nito nahahawakan ang buhay ng iba at kung paano ito naglilingkod nang may malasakit," the president added.

Beyond the regional distinction, JPSPA-TSU emphasized that its greatest achievement lies in the communities it has served and the individuals it has inspired. The organization expressed its commitment to continue promoting integrity, compassion, and genuine public service among future public administrators.

Furthermore, another milestone was made as the JPSPA-TSU CHAPTER proudly congratulates Alexa Rose Badilla for the new regional role as the newly elected Vice President for Internal Affairs of the Junior Philippine Society for Public Administration - Central Luzon for Academic Year 2026-2027.

With its second-place regional standing and a TSU-CPAG student leader representative from JPSPA-TSU in Central Luzon, this emphasizes the continuity to uphold its mission of developing competent and service-oriented leaders dedicated to making a positive impact within and beyond the university.

𝐍𝐄𝐖𝐒 | CPAG earns 3rd place in the ABLESS Category for the 6th Saliksiklaban

The College of Public Administration and Governance (CPAG) showcased its research competence as it proudly represented the college, earning third place in the ABLESS Category during the 6th Saliksiklaban University-wide Undergraduate Research Competition held on May 26, 2026, at the Center for Food Technology Research Audio-Visual Room (CFTR AVR), Tarlac State University Lucinda Campus.

Among the top awardees during the event organized by the Office of University Research and Development (OURD) was the CPAG research team, composed of James Hero Lumibao, Via Marie Lungos, and Richard R. Cuaresma Jr., with their study, "Iskolar Sana ng Bayan: A Phenomenological Study of Indigenous Students' Experiences on University Admission." The study was also recognized by the Office of Gender and Development (OGAD) for its contribution to gender-related research.

Discussing the focus of the study, James Lumibao emphasized the struggles faced by Indigenous Peoples (IP) students during university admissions.

"For IP students, the farther the road, the farther the opportunity is. Despite the presence of the IPRA Law, our study found confusion in jurisdiction, leading to insufficient services during the admission process,” Lumibao highlighted.

Reflecting on their research journey, Lumibao said that their dedication to the study stemmed from a shared commitment to give voice to the experiences of IP students.

"Hindi naging madali, pero naging magaan dahil alam namin na may kwento na dapat marinig ng bayan at unibersidad. Doon ko na-realize that it is a privilege to be exhausted from the things that I am passionate about,” he noted.

Following their recognition, Lumibao also expressed gratitude for the award given, stating that their win is also dedicated for the IP students who also wish to study.

"Yung panalo namin ay panalo rin ng mga katutubo na gustong mag-aral sa kolehiyo. Yung pagod at puyat, bitbit namin ang mga IP students na dating may pangarap para sa sarili at pamilya nila. Marami ang titindig kapag ang layunin ay para sa bayan,” Lumibao said.

In addition, four other CPAG finalist groups also received recognition from OGAD for their gender-related research, highlighting diverse experiences in society.

The recognized groups included Jan Kenneth Arcilla, Marielle Innocencion, and Angela Lacandula with their research titled, β€œIndigenous People Engaged in Informal Work: Risks and Challenges,” followed by Laila Mae Cariaga, John Michael Elbo, and John Vincent Pingol with their study, β€œRaising Two Generations: A Case Study on Solo Grandparents Nurturing Their Grandchildren.”

Also recognized were Jessica Delos Reyes, Paul Vincent Sillero, and Sonny Marcelo Baluyut Jr. for their study, β€œNaiwang Pag-asa: Lived Experience of Indigenous Peoples Discontinued at the Elementary Level in Capas, Tarlac,” alongside Ronnel Aquino, Camille Abawag, and Janary Emmanuel Pinto with their research titled, β€œLGBT in Public Leadership: A Case Study.”

This year's Saliksiklaban gathered an even greater number of research entries from different colleges across the university, signifying the growing commitment of academic institutions to research and the development of studies addressing relevant societal issues.

College of Public Administration and Governance (CPAG) Dean Dr. Edwin T. Caoleng has been conferred Career Executive Service (CES) Eligibility from the Career Executive Service Board (CESB), on June 4, 2026.

Dr. Caoleng was among the forty-four (44) distinguished individuals in the latest batch who successfuly met the stringent requirements for managerial competencies and passed all prescribed CES examinations.

The conferment of CES eligibility is a notable milestone, positioning Dr. Caoleng for inclusion in the exclusive roster of Career Executive Service Eligibles, which serves as the key credential for assuming high-level leadership and executive positions within the Philippine government service.
