The Medical Scholarship and Return Service (MSRS) Program is now accepting applications for interested incoming and ongoing Doctor of Medicine students for the 1st Semester of Academic Year 2026–2027.

The MSRS Program provides support to deserving Filipino students pursuing a Doctor of Medicine degree in partner Higher Education Institutions (HEIs), in exchange for return service in underserved communities after graduation.

✅ Who may apply?
• Filipino citizens and not more than 51 years old at the time of application
• Graduating or a graduate of an appropriate undergraduate program identified as a prerequisite for a Doctor of Medicine degree, from any HEI duly recognized by CHED, including a direct entrant to the Integrated Liberal Arts and Medicine (INTARMED) Program who satisfactorily completes the first two (2) years of the Program
• Students enrolled or admitted in an MSRS partner HEI
• Applicants who obtained a National Medical Admission Test (NMAT) score mandated by CHED and required by the partner HEIs where the student intends to enroll in.

|| CSU WELCOMES NEW AND RETURNING STUDENTS FOR ACADEMIC YEAR 2026–2027

Cagayan State University (CSU) officially welcomed new and returning students across its campuses as Academic Year 2026–2027 formally opened through the University's traditional “Salubong” celebration, June 22, 2026.

In his video message, Officer-in-Charge University President Dr. Arthur G. Ibañez greeted both new and returning students, emphasizing that CSU remains committed to nurturing future leaders, innovators, professionals, and nation-builders through quality and inclusive education.

"Your success remains our priority. Every program, initiative, and service we provide is designed to help you achieve your goals and prepare you for a meaningful future," Dr. Ibañez said.

To ensure a smooth transition into university life, the different campuses organized a variety of activities, including orientation programs, campus tours, student engagement activities, and information sessions.

These initiatives aim to familiarize students with university services, academic policies, campus facilities, and support systems while promoting a sense of belonging within the CSU community.

The annual Salubong serves as CSU's enduring tradition of warmly welcoming its student body as they embark on another year of learning, growth, discovery, and excellence.

Today, June 18, 2026, the Office of Student Development and Welfare (OSDW) successfully conducted its 2nd Quarter Meeting, spearheaded by Dr. Loraine S. Tattao, OSDW Director, and attended by Dr. Mariden V. Cauilan, Vice President for Academic Affairs (VPAA), together with the Campus OSDW Coordinators. The meeting served as a venue to review accomplishments, discuss ongoing programs, and align plans and initiatives for Academic Year 2026–2027 in support of student development and welfare.

In her message, Dr. Mariden V. Cauilan underscored the importance of collaboration, innovation, and commitment in delivering quality student services. She encouraged OSDW Coordinators to continuously develop programs that are responsive to the needs of students while supporting the university's goals for excellence, quality assurance, and holistic student development.

Among the agenda discussed were updates on the Kuya Win Scholarship Program, focusing on the status of scholars, program implementation, and strategies to further strengthen support mechanisms for student beneficiaries. The meeting also featured the presentation of the OSDW Accomplishment Report for AY 2025–2026, highlighting the office’s major achievements, student-centered programs, and services that contributed to student success, engagement, and well-being throughout the academic year.

Dr. Tattao likewise shared the Student Affairs and Services (SAS) Continuity Plan for AY 2026–2027, which was also presented during the Academic Council Meeting held on June 17, 2026. The plan outlines strategies and measures to ensure the continuous, efficient, and responsive delivery of student services under various circumstances. In line with this, the 𝐎𝐒𝐃𝐖 𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐂𝐚𝐥𝐞𝐧𝐝𝐚𝐫 𝐚𝐧𝐝 𝐂𝐚𝐥𝐞𝐧𝐝𝐚𝐫 𝐨𝐟 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐀𝐘𝟐𝟎𝟐𝟔–𝟐𝟎𝟐𝟕 were discussed under the theme “𝑶𝑺𝑫𝑾 𝒘𝒊𝒕𝒉 𝒂 𝑯.𝑬.𝑨.𝑹.𝑻.”—𝑯olistic Development, 𝑬cological Reaponsiblity, 𝑨ctivv Leadership, 𝑹esponsive Activities, and 𝑻eam Collaboration. The discussion covered the enhancement of Student Affairs and Services policies and guidelines to ensure that programs remain relevant, inclusive, and responsive to the evolving needs of students.

The meeting further addressed the identification of activities and initiatives aligned with the data requirements of UI GreenMetric, QS Stars Ranking, and other quality assurance undertakings, emphasizing the importance of documentation, sustainability efforts, and student participation in supporting institutional excellence. Participants also reviewed the Evaluation Tool for the Search for Outstanding Student Leaders, Journalists, and Student Organizations to ensure that the selection process remains fair, transparent, objective, and reflective of the university’s standards for excellence and leadership.

Updates on other scholarship programs and the Student Mutual Aid Program were likewise presented, focusing on program implementation, beneficiary support, and opportunities for improvement. Other relevant concerns and recommendations were also discussed to further strengthen OSDW programs, services, and partnerships.

The meeting concluded with a renewed commitment among OSDW personnel to work collaboratively in delivering responsive, innovative, and student-centered programs that promote holistic development, leadership, welfare, and academic success.

|| USCF’s NEW STUDENT LEADERS TAKE OATH, COMMIT TO ADVANCING STUDENT WELFARE AND LEADERSHIP

The newly elected officers of the University Student Council Federation (USCF), the highest student governing body of Cagayan State University, formally took their oath of office before Officer-in-Charge President Dr. Arthur G. Ibañez on June 17, 2026.

Leading the federation is newly elected Student Regent Hon. Julius Ceazar C. Balayan, together with the campus student council presidents and federation representatives from the different CSU campuses.

In his message, Dr. Ibañez assured the new Student Regent and the federation of the University's continued support, emphasizing the crucial role of student leaders in representing the interests and welfare of more than 45,000 CSU students.

He encouraged the new officers to remain fair, objective, and responsive to student concerns, particularly during Board of Regents deliberations, while developing not only leadership competencies but also management and administrative skills essential for future service.

Outgoing Student Regent Hon. Kyle Aron T. Tan challenged the new set of leaders to remain student-centered in their decisions and initiatives, stressing that effective student governance is measured not by the number of resolutions passed but by the positive impact and culture it leaves behind for the student body.

“It is love for the students that must drive us to act…Support our administration, who shares this burden with us. Be competent. I know you will surpass all of us,” he said.

Accepting the responsibility entrusted to him, Student Regent Balayan pledged to remain grounded and committed to listening to the voices of students, emphasizing that leadership is not about titles or authority but about genuine service and collective action.

“Let us all remember that we shall all remain grounded. Nandito tayo dahil pinagkatiwalaan tayo. It's not merely because of our skills, but it is because of the students who entrusted everything to us,” he said.

Following the oath-taking ceremony, the USCF, along with their respective advisers, convened for an operational planning session to align organizational priorities, map strategic goals, and draft the General Plan of Action (GPOA) for SY 2026–2027.

Under the leadership of Officer-in-Charge President Dr. Arthur G. Ibañez, Cagayan State University (CSU) warmly welcomed delegates from Laguna State Polytechnic University (LSPU) for a benchmarking activity aimed at learning and sharing best practices in various academic and administrative areas, including student services.

The LSPU delegation was led by Atty. Rushid Jay S. Sancon, Vice President for Academic Affairs and a proud CSU alumnus, together with university officials and staff from different offices. As part of the benchmarking activity, Mr. Alberto Castillo, OSAS Director, visited the Office of Student Development and Welfare (OSDW), where Dr. Loraine S. Tattao, OSDW Director, shared the office’s best practices and key initiatives.

During the session, Dr. Tattao discussed OSDW’s strategies and best practices in the administration and monitoring of scholarship programs, implementation of the Student Mutual Aid Program (SMAP), management of the student assistantship program, supervision and accreditation of student organizations and the implementation of programs and services for students with special needs. She also shared the office’s strategies in planning, allocating, and utilizing funds for student programs, projects, and activities, highlighting OSDW’s commitment to delivering responsive student welfare services and fostering holistic student development through various support programs and initiatives.

The benchmarking activity provided an opportunity for meaningful knowledge-sharing and strengthened collaboration between the two institutions in advancing student development and welfare services.
