Pandan, Catanduanes โ The Catanduanes State UniversityโCollege of Agriculture and Fisheries (CatSU-CAF) recently rolled out its PAG-ALALAY Extension Program, or Partnering and Guiding Assisted Livelihood Associations Learning for Advancement and Yielding: โFrom Grant to Growth,โ in Pandan, Catanduanes.
The initiative supports farmersโ, fisherfolk, and womenโs organizations that received livelihood assistance from the Department of Labor and Employment through the DOLE Integrated Livelihood Program (DILP). Beneficiary organizations include the Pandan Womenโs Handicraft Association (PAWOHA), Cagnipa Livelihood Association (CALA), Balognฬonan Rice Farmers Association (BARFA), Samahang Mangingisda ng Hiyop (SAMAHI), and Baldoc Farmers and Fisherfolks Association (BAFFAS).
These organizations previously received technical assistance from CatSU-CAF faculty extensionists in preparing their livelihood project proposals, which were subsequently approved and funded under the DILP.
The PAG-ALALAY Program consists of four key projectsโProject HULI, ALAGA, KITA, and LUTOโdesigned to help livelihood associations transition from grant recipients to self-reliant, sustainable, and profitable enterprises.
As part of the program rollout, CAF conducted a series of training sessions for DILP grantees on February 14, 15, 21, and 25, 2026. The first component implemented was Project KITA (Knowledge Improves Trade Accountability), which focuses on strengthening organizational and financial management among livelihood associations.
The organizational management training was delivered by Nicca Aira A. Marquez through a lecture-
discussion and workshop. Participants were guided on proper protocols in conducting organizational meetings, preparing minutes of meetings, writing business correspondence, and establishing effective filing systems for essential organizational documents.
Meanwhile, the financial management training was conducted by Fe M. Valledor and Krisha Nell B. Lopez. The trainers introduced participants to the fundamentals of bookkeeping and cash flow management. Under their guidance, association members practiced recording transactions using tools such as the Cash Receipts Journal, Cash Disbursement Journal, Production and Inventory Records, Member Ledger, Cash Flow Record, and Cash Flow Statement.
The training workshops were highly interactive, with trainers providing contextual scenarios aligned with the participantsโ livelihood projects. Through hands-on exercises, association members gained practical experience in proper organizational management, bookkeeping and financial management practices essential for sustaining their enterprises.
The training sessions were coordinated and facilitated by Antonette A. Villanueva-Bista, project proponent and team leader, together with Joseph D. Tabiosas, CAF department chairperson; Engr. Jhomann U. Socito, CAF faculty member; and Jericho S. Ramos, CDA I from the University Extension Services. The team guided participants throughout the activities and provided technical assistance to ensure that the livelihood associations gained practical knowledge and skills for effective organizational and financial management.
The training program was also supported by the Local Government Unit of Pandan under the leadership of mayor Honesto C. Tabligan II.
Through the PAG-ALALAY Program, CatSU-CAF continues to strengthen community partnerships and empower local livelihood organizations toward long-term economic growth and sustainability.

| Catanduanes State University - College of Agriculture and Fisheries (CAF) and the Center for International Relations, Continuing Professional Development, and Services (CIRCPDS), hosted a lecture on โGlobal Climate Change and its Potential Impacts on Tropical Region,โ delivered by Dr. Alfred โAliโ Wiedensohler, a visiting professor from Leipzig, Germany.
Dr. Wiedensohler is a world-renowned physicist and atmospheric scientist, widely recognized for his work on aerosols and their role in air quality and climate.
He serves as Director of the ACTRIS European Center for Aerosol Calibration and Characterization and is a leading scientist at the Leibniz Institute for Tropospheric Research (TROPOS).
The German professor also holds guest professorships at Peking University in China and the University of the Philippines Diliman.
The half-day lecture, held on February 27 at the Accreditation Room, brought together selected students and faculty, joined by former CatSU President and now Professor Emeritus Dr. Minerva I. Morales, VPREPA Dr. Roberto B. Barba Jr., CAF Dean Dr. Medie M. Lopez, and CIRCPDS Director Zyra Mae T. Tumala.
