World Bank's silence on forced disappearance is a violation of its principles

The World Bank has failed to ensure that Pakistan meets the conditions of human rights and governance required by the bank's framework from a borrowing country.

Despite terms of ensuring transparency, inclusion of vulnerable sections and social protection, the bank is ignoring human rights violations and democratic principles in Pakistan.

Important issues and measures to be taken:
1. Environmental and Social Framework (ESF):
• Violations such as Dasu Hydro Power Project include forcible eviction of people from their lands and insufficient compensation.
• Measures: Suspend projects that do not meet bank requirements, conduct independent audits, and provide direct compensation to affected communities.
2. The Policies of Good Governance:
• In Balochistan, measures like forced disappearances are considered as violations of human rights, these incidents are a violation of the principles of good governance and rule of law.
• Measures: Conduct transparent investigations of incurred disappearance incidents with loans, make independent surveillance mandatory, and include human rights goals in loans.
3. Involving and empowering the weaker sections:
• Backward groups like minorities and women face discrimination.
• Measures: Make their inclusion in projects mandatory, partner with civil societies, and improve grievances redressal systems.
4. Democratic Pressure:
• Media censorship and suppression of opposition voices is a violation of democratic principles.
• Measures: condition funding with media freedom, judicial sovereignty and fair elections and pressure countries borrowing for institutional reforms.

More of the orders:
• Implement human rights goals in loans and impose penalties for violations.
• Establish an independent institution to monitor compliance.
• Allocate funds for institutional reforms and capacity building.
• Cooperate with international organizations to comply with global human rights standards.

The World Bank needs to take strong steps to ensure Pakistan's human rights, sovereignty and democratic principles in accordance with its mission. Currently, the World Bank is violating its own principles to violate the environment, rule of law and forcibly retrieval of missing citizens. Lee is not playing a role.
