WE DID IT!

This morning, the Rockwall County Commissioners Court unanimously approved R.E.C. Treatment Center's 10-week in-jail substance use treatment pilot program.

After months of planning, licensing, curriculum development, meetings, and community support, we are officially preparing to begin operations and bring treatment services directly inside the Rockwall County Jail.

This milestone means that individuals struggling with substance use will have access to professional treatment, counseling, education, and recovery support while incarcerated—creating opportunities for healing before they return to their families and communities.

For us, this is about more than treatment. It is about restoring hope, strengthening families, reducing future involvement in the criminal justice system, and helping people build healthier and more stable lives.

We would not be at this moment without you.

Need to complete a court-ordered Drug Offender Education course in Texas?

R.E.C. Treatment Center is now offering a TDLR-approved 15-hour Drug Offender Education course completely online.

✔ Meets Texas court requirements
✔ May help satisfy DPS license reinstatement requirements related to felony drug convictions
✔ Attend from anywhere in Texas
✔ No transportation needed
✔ Only $80

This course was created to make compliance more accessible for working adults, individuals with transportation barriers, and people rebuilding their lives after justice involvement.

R.E.C. Treatment Center – May Update

We’ve made meaningful progress over the past few months—and we’re grateful to share it with you.

• Fully licensed by HHSC as a chemical dependency treatment facility and fully insured
• Now a licensed clinical training institute, supporting counselor interns working toward licensure
• Completed our 10-week pilot program curriculum

We’ve also had the opportunity to begin sharing our mission with members at Arapaho United Methodist Church, and we’re encouraged by the support we’re seeing in the community.

Next, we’ll be meeting with Rockwall County on May 19 to possibly offer a pilot program inside their county jail to expand access to substance use treatment services for our neighbors.

We have begun the process to become credentialed to accept Texas Medicaid and other health insurance.

*Begin the state licensing process
