The Hong Kong Students and Scholars Society (HKSSS) is a Columbia University student-interest group aimed to promote the culture of Hong Kong on campus.

PANEL 1: Infrastructure: Accountability, efficiency, and the ultimate goal
專題討論一:基建見機-拆解問題根源
Hong Kong has introduced many large scale civil infrastructure projects in recent years, such as the expansion of MTR, the West Kowloon Cultural District, and the building of the third runway. Many of these projects have been received with vocal opposition. Why is that so? This panel aims to introduce a more well-rounded discussion of the purpose and utility of infrastructure towards Hong Kong’s economy and more broadly, its impact on social well-being. Is the high cost of infrastructure projects worth it when balanced against other priorities such as social welfare outcomes? Aside from this, infrastructure schemes have been faced with many obstacles. The mounting costs of local projects, as well as the accountability of private contractors, especially with the emergence of major construction flaws, are concerns highlighted in public discourse. This begs the question of how the government should assert its role in regulating construction projects going forwards. How can we make future projects more efficient and effective in achieving their purpose?
香港近年推出的大型基建項目,如地鐵擴建工程、西九龍文化區,和第三條跑道的興建,持續引起社會強烈的反對聲音。為什麼?此專題討論望宏觀地探討基建如何幫助香港經濟發展,以及這些項目對社會有何貢獻。基建工程極大的成本,相比投資於社會福利項目,是否值得呢?再者,香港的基建項目現面對多重的障礙,如不斷增加的建設成本、工程承辦商建築過程缺乏透明度等等。有見及此,政府應如何更有效地規管往後的建築工程呢?政府如何令未來的基建項目更有效地服務香港市民?
