Not all California districts define English proficiency the same, holding many students back
Araceli Peñate’s daughter first passed the English Language Proficiency Assessment in sixth grade, yet remained classified as an English learner well into high school.

We are deeply concerned by the recent closure of the Office of English Language Acquisition (OELA) within the U.S. Department of Education.
While this federal change is significant, California’s responsibility to serve its nearly 1 million English learners and 1.5 million dual language learners remains unchanged. Federal and state requirements to serve multilingual learners are still in place, and California must continue to lead in ensuring students have access to the support and opportunities they deserve.
Now is the time to strengthen – not scale back – our commitment to multilingual learners. We stand with educators, families, advocates, and policymakers in continuing to advance educational equity and opportunity for all students.
